As a SECURITY SPECIALIST (RESEARCH & TECHNOLOGY PROTECTION) at the GS-0080-13 some of your typical work assignments may include:

  • Serves as the Agency Research and Technology Protection (RTP) Security Specialist performing the full range of day-to-day duties pertinent to establishing, implementing, and maintaining the RTP Program. Responsible for the management and development of the RTP Program and liaises with higher-level managers, subject matter experts, and customers both within and outside the Agency.
  • Assists in the identification and protection of organic and inherited Critical Program Information for the Agency and other Department of Defense and Government Agencies. Manages, coordinates, and implements program protection support services for DTRA Research, Development, and Acquisition (RDA) programs and projects.
  • Develops, implements, and manages Program Protection Plans, including the conduct of program protection reviews, surveys and assessments of geographically dispersed assets, processes, facilities, exercises, and mission activities in support of RTP.
  • Uses knowledge of DoD directives, regulations, multiple security and intelligence principles, concepts and methods as well as state of the art technologies to design and maintain program support that assures the protection of DTRA research and technology development efforts.
  • Prepares written products and communicates results to Agency senior leaders, higher-level managers, customers, and peers.
  • Coordinates with subject matter experts in developing appropriate security language requirements and risk mitigation language requirements for solicitations and statements of work in support of program protection efforts.
  • Implements and oversees program protection education, training, and awareness for Agency personnel engaged in RDA.

  • Travel in the performance of temporary assignments may be required up to 10% of duty time CONUS.
  • Must possess SPeD Security Fundamentals Professional Certification (SFPC) or obtain SFPC within 24 months of hire and maintain annual certifications thereafter.
  • May be subject to random DoD counterintelligence scope polygraph if assigned to programs or duty locations requiring such.

Qualifications

You may qualify at the GS-13 Grade Level, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service:

  • Experience applying DoD and Federal security regulations, policies, and laws to function as technical authority for Research and Technology Protection and make key decisions on behalf of the office to ensure necessary protection methods are identified for implementation.
  • Experience integrating program protection support practices, counterintelligence activities, operations security, intelligence, planning, and technology developments to effectively develop, maintain, and/or update security and/or Science and Technology protection program records and to advise agency officials on best security practices.
  • Experience developing and providing security trainings and briefings for varying audiences, and in preparing written reports and assessments for key decision makers.
  • Experience communicating, both verbally and in writing, to succinctly articulate program protection policies and procedures to enable leaders to make informed risk-based project and/or program decisions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
