This position is part of the Defense Human Resources Activity. The incumbent serves as a Supervisory Program Analyst in the Volunteer Support Branch, and assists in overseeing and evaluating the effectiveness and efficiency of committee programs and operations for Employer Support of the Guard and Reserve (ESGR) committees in each of the 50 U.S. states, and U.S. territories of Guam, Puerto Rico, the Virgin Islands, and the District of Columbia.

As a SUPERVISORY PROGRAM ANALYST at the GS-0343-13 some of your typical work assignments may include:

  1. Serve as a Supervisory Program Analyst in the Volunteer Support Branch, overseeing and evaluating the effectiveness and efficiency of Employer Support of the Guard and Reserve (ESGR) programs and operations across ESGR committees in the 50 U.S. states, Guam, Puerto Rico, the Virgin Islands, and the District of Columbia.
  2. Serve as the principal ESGR point of contact for all Volunteer Management topics, facilitating the development of customized volunteer committee plans that foster community engagement with military units and employers within their respective state, district, or territory.
  3. Monitors and audit event requests to ensure sound budget execution and effective event planning. Through rigorous review processes, the incumbent analyzes, collates, and evaluates state committee performance to ensure alignment with the ESGR's mission. Furthermore, the incumbent develops periodic budget reallocation plans based on real-time budget execution rates, managing, monitoring, and advising on financial practices.
  4. Serve as a consultant to management, key staff, and stakeholders, providing expert guidance on resolving problems and incidents related to ESGR programs. The incumbent also oversees all aspects of the work of the public affairs organization.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:

  • Providing expert advice, counsel, and instruction on both technical and administrative matters related to program operations, enhancing program effectiveness.
  • Identifying developmental and training needs of employees, providing or arranging for targeted development and training opportunities to improve performance and skills.
  • Applying knowledge of financial planning and budget analysis to provide advice and guidance to teammates regarding budget execution, ensuring fiscal responsibility.
  • Serving as a Contracting Officer Representative (COR), providing vigilant oversight of contract services by monitoring contract compliance, reviewing and certifying invoices, maintaining meticulous related files, collaborating with the Contracting Office on revisions to Performance Work Statements, and completing annual funding requests.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
