Joining Customs & Border Protection (CBP), Office of Human Resources Management will allow you to utilize your expertise to direct a team for the planning, design, and implementation of Human Resource business processes and information technology solutions. This position starts at a salary of $142,488.00 (GS-14, Step 1) to $185,234.00 (GS-14, Step 10). In this Supervisory Computer Scientist position you will become a key team member of Homeland Security professionals involved in directing a team of computer scientists and IT specialist responsible for planning, designing, and implementing HR business processes and information technology solutions that significantly impact CBP's Office of Human Resources Management (HRM); leading projects related to policy and standards development, resource management, database architecture, and infrastructure planning/management, all of which are critical for successful building and implementation of CBP's Human Resources Information Technology (HRIT) systems; applying advanced computer science principles and concepts to develop solutions for HRM senior leadership, impacting agency-wide initiatives; providing professional/technical leadership and direction; and utilize analytical, interpretive, judgmental and evaluative processes.

Typical Work assignments include:

  • Directing a team of computer scientists and IT specialists responsible for planning, designing, and implementing HR business processes and IT solutions within CBP's Office of Human Resources Management. This includes assigning work, managing performance, and ensuring quality standards are met.
  • Providing guidance and oversight for projects related to policy and standards development, resource management, database architecture, and infrastructure planning/management, ensuring alignment with CBP's strategic goals and objectives.
  • Applying advanced computer science principles to develop solutions for HRM senior leadership, including designing and optimizing computer systems, networks, and database systems to support HR functions.
  • Designing, implementing, and maintaining complex software solutions, including algorithms, applications, and databases, while ensuring compliance with software development standards and security policies.
  • Providing expertise on cloud technologies, ensuring seamless migration and optimization of HR systems within cloud environments, and overseeing data security, performance optimization, and data integrity for database management systems.

Qualifications

Basic Requirement: You must provide supporting documentation in your application to show you meet the basic requirement below. All academic degrees and course work must be from accredited or pre-accredited institutions.

Bachelor's Degree in Computer Science

OR

Bachelor's Degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.

You qualify for this position if you meet the basic requirement listed above and possess one year of specialized experience, as described below .

Specialized Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Planning, designing, and implementing Human Resources Information Technology (HRIT) systems, including database architecture, infrastructure planning, and resource management.
  • Applying computer science principles, such as system software organization, information structure representation, database management, and network theory, to develop and optimize IT solutions. Working with cloud platforms such as Amazon Web Services (AWS), Microsoft Azure, or Google Cloud Platform (GCP), including cloud migration, optimization, and integration.
  • Designing, developing, and maintaining software solutions using Agile or Waterfall methodologies, including troubleshooting and resolving complex software issues.
  • Directing a team responsible for planning, designing, and implementing complex HR business processes and IT solutions.
  • Ensuring data integrity with database management systems such as MySQL or SQL Server, programming languages, and software development tools.

You must:

Residency: There is a residency requirement for all applicants not currently employed by CBP. Supervisory Probationary Period: You may be required to serve an 18 month probationary period upon appointment.

Leadership Training: All newly appointed first-time CBP Supervisors are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include 3 weeks of in residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed.
