THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a PROGRAM MANAGER (DEPUTY CONTINGENCY RESPONSE OFFICER) (T32), PD# D2983000 and is part of the RI 143d Airlift Wing. The primary purpose of this position is to provide management and oversight of operational and resource management activities in an ANG Contingency Response (CR) unit.

Duties

Serves as the Contingency Response Commander. Serves as the full assistant to the Program Manager (Deputy Contingency Response Operations Officer). Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and Equal Employment Opportunity (EEO) objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments.

Exercises direct responsibility for the readiness and implementation of a complex Air Force weapon system, the Contingency Response Force. All activity functions at the operational level of war and war readiness. Reports directly to AMC and the Director of Mobility Forces (DM4) during exercises and contingency operations. Makes recommendations to the Wing Commander, state Adjutant General (TAG) and to the state/HQ Chief of Staff (CS) on issues regarding ANG CR manpower, budget, equipment, and training.

Ensures all readiness plans and programs efficiently contribute to mission readiness. Implements unit logistics readiness objectives and policies. Sets and directs deployment training goals to meet Unit Type Code (UTC) and Mission Capability Statement requirements. Responsible for monitoring programs to maintain a high level of combat readiness for assigned personnel. Prepares and maintains wartime, contingency response, and mobility plans. Continually evaluates the plans to improve them.

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted service position that requires membership in the Rhode Island Air National Guard (RIANG), required prior to the effective date of placement..
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • Participation in direct deposit is mandatory.
  • Must be able to obtain and maintain the appropriate security clearance of the position. The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  • This position is covered by the Domestic Violence Misdemeanor Amendment of the Gun Control Act. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • May require travel in military and/or commercial aircraft to perform temporary duty assignments.
  • The work may require the incumbent to drive a motor vehicle; if so, an appropriate valid state's driver’s license is mandatory.
  • May be subject to a one-year supervisory probationary period.
  • May be required to successfully complete an initial 2-year trial period.

Qualifications

Military Grades: Maj (O-4) - Lieutenant Colonel (O-5)

Military Requirements: For Dual-Status Technician positions service affiliation under Title 32 USC 709 is required.

Military skill set is determined by AFSC/MOS requirements. Upon selection, individuals must be assigned to a compatible military AFSC/MOS in accordance with statutes and National Guard Bureau regulations and must obtain/maintain all requirements of the AFSC/MOS.


GENERAL EXPERIENCE: Experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations. Supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Must have at least 12 months experience at the next lower grade analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources; Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions.
