Duties

Help

Duties include, but are not limited to:

  • Operates 24 hour a day, 7 day a week energy control center with continuous monitoring and operation of complex utilities and systems.
  • The incumbents primary role is operating the Boiler and Chiller Plants. All other items are secondary.
  • Starts, stops, and regulates the utilities and their system components for optimum efficiency and to troubleshoot, maintain, and repair them.
  • Troubleshoots, operates and repairs essential large utility systems.
  • Ensures safe, efficient and uninterruptible service to all patient care areas and the associated buildings on campus.
  • Evaluates and performs corrective actions on all issue calls: elevator, HVAC, plumbing, electrical, electric doors, door locks, pneumatic tube system, card readers, nurse call system, TV, and lighting.
  • Provides front-line support and response assessing facility issues, aiding and or assisting safety, the fire department, police department and hospital staff as needed during emergent situations.
  • Troubleshoots, maintains and repairs large industrial utility systems such as: Boiler Plant, Chiller Plant, Pneumatic Tube System, Steam Distribution Systems, Water Distribution Systems, Electrical Distribution Systems, Natural Gas Distribution Systems, and Refrigeration Systems.
  • Coordinates work with contracted vendors and/or notifying other Facilities Management Service employees of the need to report to the facility.
  • Uses the building automation system (BAS) Metasys (HVAC) and Scada and ADAC systems (Boilers).
  • Identifies, diagnoses, repairs, cleans, dismantles and operates equipment using very degraded and/or poor quality electric/electronic wiring diagrams, schematics and blueprints.

Qualifications

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements/Working Conditions: The employee may be subject to very uncomfortable and possibly dangerous working conditions. He/she will be required to work in varying degrees of temperature, constant noise, dirt soot, oil, grease and hot steam piping. Generally employee works indoors, may be required to work outdoors occasionally for short periods of time and will be exposed to weather conditions. They is required to work on ladders, catwalks, mechanical rooms and carry heavy objects up and down stairs. He/she may be exposed to hazards such as electrical shock, cuts, bruises, burns, inhalation of fumes from chemicals and combustible gases. They is required to utilize personal protective equipment (PPE) such as masks, ear plugs, safety goggles, hard hats, gloves, and Arc flash gear. They is expected to always keep a safe and clean working environment. They tours of duty are accomplished independently on a rotating shift plan including weekends and holidays.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
