Duties

Help

You will serve as a Navigation Information Specialist (Deputy Chief in the Navigation Information Service (NIS) and Global Positioning System (GPS) Interface Division.) You will be responsible for coordinating GPS-related activities at the Navigation Center, respond to reports received of global GPS disruption, liaise with government Positioning, Navigation, and Timing (PNT) authorities, and support the operations of the Department of Transportation's (DOT) Civil GPS Service Interface Committee (CGSIC) with development and implementation of policies, plans, and budgets for dissemination of GPS general information and operational status worldwide.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Coordinating the analysis and impact of GPS satellite outages and the Department of Defense (DOD) GPS tests on navigable waterways and other civilian users of GPS.
  • Representing the Coast Guard on national, international, and government wide Global Navigation Satellite System (GNSS) committees regarding operations, information dissemination, performance requirements, and operating standards.
  • Overseeing the GPS Analysis team and providing technical expertise in GPS related areas.
  • Serving as the Civil GPS Service Interface Committee (CGSIC) Executive Secretariat and responding to general GPS operation and management inquiries from CGSIC members, both nationally and internationally.

Key Requirements:

Qualifications

To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Specialized experience must include the following:

  • Knowledge of and analytical ability in the application of a wide range of qualitative and quantitative methods of the Global Positioning System (GPS) and Global Navigation Satellite System (GNSS) uses;
  • Comprehensive knowledge of the U.S. government management structure for GPS planning, design, acquisition and operations to perform the function of USCG and civil user representative;
  • Training and familiarity of Navigation Safety Information and radionavigation system principles and capabilities; and
  • General knowledge and understanding of how GPS is used; primarily in maritime community, and secondarily in other user communities (aviation, terrestrial transportation, time distribution, surveying, first responders and space navigation are some examples).

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).
