Summary

As a Transportation Management Specialist in the Office of Secure Transportation (OST), Assistant Deputy Administrator for Secure Transportation, Office of Mission Operations (OMO), Operations Division (OD), Operational Planning and Scheduling Branch (OPSB), your primary responsibility will be to negotiate, coordinate and manage various classifications of operational agreements for Special Nuclear Material (SNM) custody transfers, both foreign and domestic.

As a Transportation Management Specialist (Secondary), you will:

  • Oversee the projects and programs as assigned.
  • Support ORB policy, training, and force modernization. Serve as a SME for Transportation Safeguards System operations.
  • Provide mastery knowledge of the OST/OMO mission objectives, mission essential tasks, critical supporting tasks, operations, procedures, processes, and the resources required to conduct the safe and secure transport of nuclear weapons, nuclear weapons components and special nuclear materials by ground and air assets.
  • Comprehensive knowledge of training objective, task, condition and standard methodology.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e. NQ-02, NV-03, OR GS-12 pay band. Specialized experience is defined as: experience which demonstrates a comprehensive knowledge of the OST mission to effectively analyze and resolve critical transportation problems and provide agency and/or interagency advice through policy guidance on OST transportation activities. This is a secondary position which must include experience as a Nuclear Materials Courier (NMC) that demonstrates in-depth knowledge of Transportation Safeguards System (TSS).

Qualifying Experience: This is a secondary position requiring prior Nuclear Materials Courier experience. If you do not possess this experience, you will not be qualified for this position.

Examples of Specialized Experience:

  • Experience in emergency response operations, knowledge of emergency planning, and knowledge of control center operations.
  • Providing authoritative transportation management expertise and support to Command level and OST management.
  • Coordinating operations involving the safe and secure transportation across the United States of special nuclear materials, weapons and weapons components, and test/training components.
  • Prior city, state, tribe, or federal law enforcement experience that include enforcement of law and collaboration with judicial systems.

Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified" which is defined as having a score of 85 or better.

You must meet all qualifications and eligibility requirements by the closing date of this announcement.
