Summary

You will serve as an IT SPECIALIST (POLICY AND PLANNING) in the DAiTA Group and Digital Networks & Applications (DNA) Department of NAVAIRWARCENAC DIV.

The incumbent will serve as the Chief of Staff to the AD8 Digital Networks & Applications (DNA) Department.

The duty location of this position is Patuxent River, Maryland.

Duties

  • You will serve as the Chief of Staff to the AD8 Digital Networks and Applications (DNA) Department.
  • You will perform a full range of internal management duties and responsibilities, including daily operations, strategic planning, Group/Command data calls, work force development, reorganization planning, and special projects.
  • You will be responsible for program management (including policy formulation and execution related thereto), IT workload management, long-term planning, special projects, and work force planning, such as recruitment, retention and training.
  • You will provide technical assistance and disseminate program requirements to the Department Head/Group Director regarding new business strategies to evaluate management execution and alignment of command assets related to overall mission assurance.
  • You will coordinate the needs of supported PEOs/PMAs to the DNA Department and DAiTA Group leadership and engineering staff to facilitate the planning and future utilization of NAVAIR staffing resources and capabilities.
  • You will lead the department in development of workload and work force planning analyses used by senior leadership and managers across the department to develop, communicate, and assess the status of workforce planning and shaping strategies.
  • You will provide senior management with monthly workforce/manpower metrics on all civilian personnel in areas of recruiting as well as provide quarterly civilian workforce metrics on education, length of service, etc.
  • You will be responsible for resource and strategic planning, including long, mid and short-range planning, corporate appraisal, and consultation.

  • This is a Cyberspace Workforce position, work role code (802-IT Project Manager), proficiency level (Basic) the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12/13) grade level or pay band (DS-05) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

1) Using a wide range of IT management activities that extend and apply to an entire organization or major components of an organization;

2) Providing guidance and direction in the areas of work force planning, workload planning, facilities, and organization design;

3) Utilizing skills regarding program management (including policy formulation and execution related thereto), IT workload management, long-term planning, special projects, and work force planning (such as recruitment, retention and training);

4) Participating in IT data calls and applying said information to support and respond to IT taskers;

5) Working with workforce and personnel working groups and associated information system configuration control boards to ensure appropriate usage and application of data sources used in analyses; and

6) Maintaining contact and attending meetings with a wide variety of groups in order to stay fully informed of the latest activities and advancements pertaining to Human Capital management and capabilities.
