This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Gulf of America Region, Office of Incident Investigations in Jefferson, LA.

At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:

1. Serve as Senior Investigation Coordinator for incidents/accidents on offshore facilities related to oil, gas, and sulphur exploration, development, production, and decommissioning operations on OCS leases to assist the Districts.

2. Conduct on-site investigations, collect evidence, conduct interviews, and prepare incident reports published to the BSEE website.

3. Serve as panel chair or panel member for incident investigations (operational fatalities, serious injuries, loss of well control, major fires, etc.) related to oil, gas, and sulphur exploration, development, production, and decommissioning operations on OCS leases to determine incident cause(s) and recommend action(s) to prevent recurrence.

4. Serve as Senior Investigation Coordinator for complaints related to allegations or evidence of safety concerns and/or violations of non-compliance with administrative rules or regulations administered by BSEE.

5. Perform queries and analysis using various internal systems, including but not limited to: Technical Information Management System (TIMS), TIMS Natinal Consolidated Information System (NCIS), eWell, etc.

6. Conduct statistical analysis on offshore incidents.

7. Make recommendations to management for Safety Alerts and regulation or policy changes or to industry for changes in recommended work practices.

8. Coordinate with other Federal agencies (via the appropriate Memorandum of Agreement or Memorandum of Understanding) to identify responsibilities in incident response, evidence gathering, and investigative course.

The Bureau of Safety and Environmental Enforcement has determined that the duties of this position are suitable for telework only during emergencies or natural disaster.

Salary Information
$121,534 (Step 1) - $157,996 (Step 10) per annum.

First time hires to the Federal government normally start at the lower salary range of the grade level.

This vacancy may be used to fill additional positions as vacancies become available.

Qualifications

Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series to which you are applying.

Specialized Experience

To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:

1. Participating in an offshore incident investigation (of injuries, fires, or lifting incidents, for example) involving complex oil and gas operations, including drilling operations and/or production operations; and
2. Writing investigative reports including detailed analysis and recommendations specifically related to offshore oil and gas operations; and
3. Conducting complete inspections of either well operations or production operations facilities, issuing Incidents of Non-Compliance as needed; and
4. Applying inspection and investigative practices and principles when there is equipment failure or incidents/accidents which may have resulted in the loss of property/life, pollution, and/or damage to the environment.

Must meet 3 out of 4.
