Duties

Help

This position is located in Phoenix, Arizona with the USPFO. The primary purpose of this position is to provide management oversight and guidance to budget formulation and execution processes. The incumbent is recognized as a technical authority regarding fiscal and budgetary policy, law, and regulatory guidelines for the organization. This position accomplishes budget functions in support of organizational and Federal National Guard operations, training, and readiness missions and maintains staff responsibility over complex annual budgets.

  • ARIZONA ARMY NATIONAL GUARD MEMBERSHIP IS REQUIRED. Prior to appointment into this position, selectee must be a current member of the Arizona Army National Guard, in a military organization supported by the USPFO.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Incumbent must possess and maintain a current state driver’s license.
  • This is a Financial Management Level Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. (cont.)
  • Incumbent shall comply with the requirements of this certification program.
  • Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, (cont.)
  • Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense requirements of this certification program. (cont.)
  • This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • Required to complete FM Certification Level 2 within two years of hiring.

Qualifications

Military Grades: 2LT/O-1 to CPT/O-3 or WO1/W-1 to CW4/ W-4

Compatible Military Assignments:
Possess any Army MOS or Branch

SPECIALIZED EXPERIENCE:
Must posses at least 1-year specialized experience, education, or training equivalent to at least the next lower grade level. Must have experience, education, or training that provided in-depth knowledge of financial principles and procedures. Candidate must have a comprehensive understanding of the principles and concepts of the National Guard financial budget business program requirements. A candidate must have expanded experiences and training that demonstrates the abilities to lead, follow directions, read, retain, and understand a variety of instructions, regulations, policies, and procedures. Some positions at this grade level require at least 12 months of broadening finance, accounting, or audit program experiences in leading, planning and scheduling program work in a manner that promotes an even flow and distribution of assigning work requirements. Experiences may include training and guiding employees on finance programs and assigning tasks. Experience in structuring assignments that created effective and efficient procedures with measured and improved task processes.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

1. Knowledge of the general budget programming process to serve as an advisor and consultant to top management regarding budgetary matters.

2. Knowledge of financial management objectives of higher authorities to ensure policies comply with precedents and controls, and to provide guidance to management officials.

3. Knowledge of the principles, practices, precedents, systems and techniques of budgeting, e.g.; the DOD planning, programming and budget execution, zero-based budgeting and incremental budgeting, along with the ability to interrelate funding and manpower requirements and expense concepts to formulate and justify civilian and military budgets considering multiple periods of execution in both single and multi-year appropriations.

4. Knowledge of appropriation accountability, regulatory/statutory limitations, scope and latitude permitted by law and regulations, manpower accounting principles and procedures, management information systems and subsystems, and the relationship between the budget and accounting and reporting systems sufficient to execute the operating budget and provide advice on budget execution to management officials.

5. Knowledge of basic legislation and policies, procedures and regulations controlling budget processes to oversee the budget program.
