  • Oversees the contracting operation of a USACE Integrated Program Office (IPO) for the multi-billion Sentinel Ground Based Strategic Deterrent (GBSD) Program.
  • Provides expert advice to ensure sound business principles are used in the Sentinel Ground Based Strategic Deterrent (GBSD) Program.
  • Supervises, manages, and provides guidance, advice, and assistance to subordinate staff.
  • Evaluates subordinate supervisors or leaders and serves as the reviewing official on evaluations of nonsupervisory employees rated by subordinate supervisors.
  • Recommends and carries out action to eliminate actual and potential waste, fraud, and abuse of Government resources.
  • Provides oversight of contracting operations through the Contract Operations Review program.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • Selectees must meet position requirements for Foundational Career Level Certification or Contracting Professional Certification within 2 years of entrance on duty.
  • A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • Incumbent must sign an Acquisition Corps written tenure agreement to remain in the Federal service in this position for at least 3 years.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Supervisory Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

OR

Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Specialized Experience: One year of specialized experience which includes:
I have one year of specialized experience equivalent to the GS-14 grade level in the Federal service which includes: 1) formulating comprehensive acquisition strategies and plans, 2) implementing new procurement guidelines and policies across the organization, 3) managing concurrent contractual actions ensuring compliance with principles, techniques, and accepted contracting practices, 4) directing personnel management functions, including staff coordination, mentoring, and performance oversight, and 5) aligning contracting strategies and workforce capabilities with organizational goals.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the education AND experience qualification requirements --no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).

  • Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
  • This is a Career Program (CP) 14 - Contracting and Acquisition position.
  • Duty Station: Hill AFB, Utah-Other USACE duty location may be negotiated. Salary will vary depending on duty station location.
  • Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest.
  • Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 2-years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years; however, return rights may be impacted. Position may be made permanent without further competition.
  • If applicable, returns rights may be negotiated upon selection. If return rights are approved, a return rights agreement/statement of understanding will be required to be completed prior to appointment.
