Duties

Help
  • Plans and implements the total property management system for assigned contractors and continuously surveils/evaluates their property control systems.
  • Serves as Plant Clearance Officer.
  • Appropriately dispositions inventory reported by contractors as excess upon completion, termination, issuance of change orders, or when property is otherwise determined to be excess.
  • Meets with contractor personnel and provides advice and assistance to resolve highly complex problems for establishing adequate property control records and controls.
  • Investigates assigned contractors' liability when government property is lost, stolen, damaged, or destroyed, or when there is evidence of unreasonable use or consumption.
  • Reviews and analyzes new contracts to determine whether the correct property clauses have been included.
  • Upon termination or completion of contracts, performs a final review to determine whether disposition of all property has been accomplished, properly documented, and recorded in official records.
  • Provides technical advice to lower-graded Industrial Property Management Specialists (IPMSs.) In some cases, reviews and approves their work.

  • Security Requirements: Special Sensitive requiring incumbent to obtain a Top Secret, Sensitive Compartmented Information (SCI) security access.
  • Appointment is subject to the completion of a favorable suitability or fitness determination, where reciprocity cannot be applied; unfavorably adjudicated background checks will be grounds for removal.
  • Selective Service Requirement: Males born after 12-31-59 must be registered or exempt from Selective Service.

Qualifications

To qualify for an Industrial Property Management Specialist position your resume and supporting documentation must support:

A. Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify for the NH-03 level, specialized experience must be at the NH-02, GS-11, or equivalent level under other pay systems in the Federal service, military, or private sector. Creditable specialized experience includes:

  • Experience with contractor operations including manufacturing methods, materials organization, and management for functions in property control systems.
  • Experience with property administration strategy, making complex evaluation decisions for planning and implementing a property management system.
  • Experience with plant clearance for appropriate dispositions of contractor inventory excess based on contract pre- and post-award review.




Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
