Summary

The Secret Service is seeking retirees of the Federal Employee Retirement System (FERS) or Civil Service Retirement System (CSRS) to support our integrated mission and impart knowledge and experience to the current workforce. Joining the Secret Service, Office of Field Operations will allow you to perform critical protective and investigative assignments, difficult and complex non-criminal national security and suitability investigations.

During the course of working in the Office of Field Operations, Criminal Investigators (Reemployed Annuitants and ICTAP) carry out critical investigations and protection assignments. Duties include:

  • Leading and coordinating a group of special agents in conducting advance security surveys for individuals who, because of their kind or level of position, are vital to the continuity of Government and national as well as international security. Taking decisive and immediate action in emergency situations, drawing on extensive training and experience.
  • Coordinating, directing, and reviewing investigations conducted in the field (e.g. financial crimes, counterfeit, etc.). Providing technical expertise and guidance regarding investigative techniques, policies, and procedures.
  • Conducting and/or coordinating special projects involving the development, modification, or enhancement of protective/ investigative policies, procedures, guidelines, and approaches to be used Service-wide.
  • Analyzing and evaluating current and projected short- and long-term programs projects, and operations of the assigned office.

This Criminal Investigator position starts at a base salary of $90,025 (GS 13, Step 1) with a promotion potential to $117,034 (GS 13, Step 10). Locality pay will be added at the time of the conditional job offer.

  • Submit to a drug test and credit check prior to your appointment and random drug testing while you occupy the position.
  • Submit to a polygraph examination prior to your appointment.
  • Undergo occasional domestic and foreign travel.
  • Possess a valid U.S. state motor vehicle operator's license and maintain a valid license while you occupy the position.
  • Carry and use a firearm. Maintaining firearm proficiency is also mandatory. You will be ineligible to occupy this position if at any time you have been convicted of a misdemeanor crime of domestic violence, unless you received a pardon, or your conviction was expunged or set aside.
  • Complete a pre-employment medical examination (including vision, hearing, cardiovascular and mobility of extremities) by an authorized Government physician and be determined physically fit to perform strenuous and physically demanding duties. You will be required to undergo regular physical examinations and to maintain a level of physical fitness in accordance with the standards and policies of this agency.
  • Successfully complete a Mixed Basic or Reintegration Training Course as applicable.

NOTE: Maximum age limit (under 60 at the time of appointment) Initial Appointment Not-to-Exceed 4 years or 1 day before their 60th birthdate, whichever comes first.

Qualifications

OPM Dual Compensation Offset Waiver for Criminal Investigators (Special Agents) Approved for Rehires: This announcement is being used to recruit CSRS and FERS annuitants on a limited basis with a waiver of salary offset (if a dual compensation waiver is requested) under certain specified circumstances not to exceed 12/31/2028.

Annuitants who are reemployed with a salary offset waiver (dual compensation) are eligible for:

  • Full annuity and full Federal salary.
  • Annual and sick leave (not applicable for an intermittent work schedule)
  • Full-time, part-time work schedules.
  • Receive overtime (on a full time schedule).
  • Law Enforcement Availability Pay (LEAP) and additional compensation of 25% of the base salary will be added to locality pay.
  • Annuitants under this authority will be offered a 4-year, non-status, term appointment in the competitive service, Not-to-Exceed 4 years or 1 day before their 60th birthdate, whichever comes first.
  • Appointments that continue past December 31, 2028, may be subjected to salary off-set (reduced) if the OPM dual compensation salary off-set waiver is not renewed.
Annuitants who are reemployed with a salary offset waiver (dual compensation) are NOT eligible for:
  • Additional retirement coverage (other than Social Security coverage).
  • TSP Contributions.
  • Annual, sick leave or holiday pay (applicable to an intermittent work schedule only).
Reemployed annuitants may only receive one appointment per job series.

Applicants must demonstrate that they meet the Basic Requirements AND Minimum Qualification requirements as listed below:

Basic Requirement:

The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels.

Specialized Experience:

You qualify for the GS-13 level (Base salary $90,025.00) if you possess at least one year of specialized experience equivalent to the GS-12 level, performing duties such as:

  • Recommending procedures and techniques for evaluating security threats.
  • Preparing and submitting written reports concerning unusual incidents occurring during assignments.
  • Conducting interviews on location with individuals who are not authorized to enter restricted areas.
  • Formulating approaches, guidelines, and techniques for use in detecting, apprehending, and prosecuting individuals who try to break the law.
