Duties

Help

  • Presents and defends the program distribution benefits and mission risks through the Command's Corporate Structure, Commander, and HS USAF Corporate Structure deliberation and decision process.
  • Plans, organizes, and helps direct the activities, of the Program Integration Branch, ensuring that processes complies with legal and regulatory requirements, established defense department and service guidance; and meet customer needs.
  • Serves as a Command Policy Analyst for assigned programmatic issues and related projects. Formulates, analyzes, coordinates and evaluates policy for assigned programs.
  • Represents AFRC when communicating with higher headquarters and other AF MAJCOMs.
  • Leads the development, interpretation, and implementation of policies and procedures to provide planning, programming, and budget guidance; to facilitate the identification and determination of alternative ways to achieve the best mix of forces, equipment, and support attainable within fiscal constraints.
  • Develops, implements, and administers automated decision support, knowledge management applications, and solutions using appropriate desktop, server, and web-based software technologies.
  • Represents the organization in a variety of briefings, meetings, conferences, training sessions, consultations, and strategy sessions on behalf of the organization.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.


SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes application of qualitative and quantitative methods for the assessment and improvement of critical plans and programs for participating in or conducting major operations such as explaining policies and procedures, develops strategies and applies expert analytical and evaluative skills to determine the actions necessary to support a variety of major mission capabilities. Design solutions to improve PPBE effectiveness and efficiency .

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. In-depth knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as war, mobilization, deployment, exercise, rescue, PPBS, acquisition, contracting, special operations, or similar operations.
  2. In- depth knowledge of Air Force and command program goals and objectives, including military operations and evaluations, is highly desirable.
  3. Ability to research, study and advise on Air Force Guard and Reserve operations aircraft, programs, missions, and requirements in support of unit or staffing assignments within Air Force or Joint Operations environment; in various areas such as Logistics Plans and Programs, Installation Support, Communications and Information, Operations, Intelligence, and deployment for contingency operations.
  4. Skill in designing and conducting comprehensive studies; and preparing solutions to especially broad, important, and severe problems and issues of effectiveness and efficiency of work operations in a major command operational and contingency areas.
  5. Ability to plan, organize, and lead others in studies and projects and to negotiate defectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established requirements, plans, concepts, and procedures.
  6. Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relationships.


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
