Works under the general supervision of the Chief, Child and Youth Services Flight.
Plans, organizes, and directs the activities of the Youth Center, ensuring that all Youth Programs comply with legal and regulatory requirements and meets customer needs. Serves as Youth Director providing leadership and guidance for a diversified educational and recreational program to include but not limited to: leadership and service programs, education and science, technology, engineering, and math programs, health and wellness, arts, career development, informal sports fitness and recreation, league youth sports program, school-age programs, and youth transition programs. Directs, plans, develops, promotes, executes and evaluates youth programs and services which include management and operation of a teen center (if applicable), an accredited school age care program, sports and fitness program, single-day, overnight, and extended field trips and tours, swimming, social events, crafts, music, self- directed activities, instructional classes, recreational and leisure activities, teen and preteen councils and clubs, youth sponsorship programs, summer day camp, and logistic support for out-of-town and out-of-country visiting youth organizations. Determines requirements for program equipment and materials. Maintains national accreditation for school age care. Reports and documents suspected child abuse or neglect in a timely manner to Family Advocacy Officer, Child and Youth Services Flight Chief, Child Protective Services (if applicable) and Air Force Services Center/Youth Program (AFSVC/SVPY). Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements.
| Plans work for accomplishment by subordinate units, sets and adjusts short-term priorities, and prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs. Provides subordinate supervisors and staff with direction and advice regarding policies, procedures, and guidelines. Advises staff regarding policies, procedures, and directives of higher level management or headquarters. Selects candidates for subordinate non-supervisory positions and recommends selections for subordinate supervisory positions taking in consideration skills and qualifications, and mission requirements. Ensures reasonable equity among units of performance standards developed, modified, and/or interpreted and rating techniques developed by subordinate supervisors. Explains performance expectations to subordinate supervisors and employees directly supervised and provides regular feedback on strengths and weaknesses. Approves expenses comparable to within-grade increases, extensive overtime, and employee travel. Initiates action to correct performance or conduct problems of employees directly supervised and reviews and/or approves serious disciplinary actions (e.g. suspensions, removals) involving non-supervisory subordinates. Recognizes and takes appropriate action to correct situations posing a threat the health or safety of subordinates. Ensures program meets established financial goals. Prepares and executes appropriated and non-appropriated funding budgets. Responsible for administration and disbursement of the annual NAF and APF budgets, to include salaries, contracts, purchasing, travel, training, contracted services, capital expenditures, etc. Determines amounts and types of equipment/supplies and initiates procurement. Responsible for the accuracy, accountability and integrity of the financial records, including the USDA Food Program, grants, patron funds collection, donations, state and local program related funds. Serves as the appointed primary fund, equipment, and facility accounts custodian, and Government Purchase Card (GPC) approving official. Applies for grants to supplement program goals. Ensures all vehicles used for transporting youth will be licensed, inspected, maintained, and operated in accordance with installation, State, federal, and host nation requirements. Ensures drivers of vehicles used to transport youth are trained, licensed, and meet State, local, and installation licensing and host nation requirements, as appropriate. Works with ground safety officials, fire department specialists, and base civil engineers, inspects facility and playgrounds to ensure safety hazards are removed or corrected, proper egress is provided, fire safety equipment is available and functioning properly, and supervising and training the staff in prevention and emergency exit procedures. |
