Duties

As a HR Specialist (Employee Benefits/Compensation) -Title 32, GS-0201-12, you will ensure all program activities, policies, instructions, and goals are in compliance with applicable legislation, publications, regulations, and guidance from Office of Personnel Management (OPM), Department of Defense (DoD), National Guard Bureau (NGB), Department of the Army (DA) and Air Force (DAF), and other governing agencies. Work is performed for both Army (ARNG) and Air National Guard (ANG) full-time employees within the State.

MAJOR DUTIES:

  • Manages and administers a variety of personnel programs, advises management and counsels employees on such programs as health and life insurance, leave, military buyback program, Thrift Saving Plan (TSP), physical capability requirements and the Federal Employees Compensation Act (FECA).
  • Advises management on potential program problems such as organizational patterns of leave usage or potential FECA abuse.
  • Analyzes, interprets and clarifies policies, directives and other issuance by OPM, NGB, and DoD for statewide application.
  • Develops instructions pertaining to technician personnel administration matters, makes recommendations to the HRO and interacts with staff directors and major unit commanders to ensure compliance with requirements.
  • Responsible for the administration and providing advice to managers, supervisors and individuals regarding the Civil Service Retirement Program (CSRS) and the Federal Employees Retirement System (FERS).
  • Responsible for the administration of the Worker's Compensation Program for the state and ensures that the program objectives and goals are met.
  • Responsible for the accurate and timely processing of personnel actions, Notification of Personnel Action (SF-50) for separations, retirements, Absent Uniformed Service (AUS), Return to Duty (RTD), within-grade increases, awards, etc., to include completion of supporting forms, records and documents.
  • Serves as the statewide functional expert on various leave programs, including but not limited to: Paid Parental Leave, Voluntary Leave Donation Program, Family Medical Leave Act (FMLA), Advanced Leave, Sick Leave, Disabled Veterans Leave, Military Leave, Presidential Leave, Court Leave, Compensatory Time, Bereavement Leave, and Work Schedules. Provides Social Security guidance, interpretation of OPM, Defense Civilian Personnel Advisory Service (DCPAS), and NGB regulations.
  • Ensures personnel actions are processed and copies are distributed to the appropriate supervisors and employees.
  • Performs other duties as assigned.

MILITARY REQUIREMENTS:

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Military Grades: E5 through E9, WO1 through CW5 and O1 through O4

  • Must be able to obtain and maintain the appropriate clearance designated at the State through the use of the Position Designation Tool.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • May occasionally be required to work other than normal duty hours; over/comp time may be required.
  • May require travel in military and/or commercial aircraft to perform temporary duty assignments.
  • The work may require the incumbent to drive a motor vehicle; if so, and an appropriate valid driver's license is mandatory.
  • This is a National Guard dual status technician position which requires military membership.

Qualifications

GENERAL EXPERIENCE: To qualify an applicant for any GS-0201 position, apply and evaluate the applicant's competencies (knowledge, skills, abilities, and behaviors) that may include military and civilian experiences:

  1. Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
  2. Plan and organize work; and
  3. Communicate effectively orally and in writing.
SPECIALIZED EXPERIENCE:
Must have at least one year of specialized experiences at the GS-11 level or the equivalent in personnel and manpower for Title 5 and Title 32 National Guard employees. Provided analytical and problem-solving abilities. Specialized knowledge of all applicable HR principles and practices related to federal civilian, military, and National Guard technician personnel programs. Work experience administering benefit and leave programs. Experienced in writing, designing, formatting, publishing, or presenting military and/or civilian briefings for senior leadership, conferences, workshops, or special committee reporting. Experience with HR management rules, regulations, policies, and procedures that have impact on or are related to HR systems and applications. Skilled and experienced in complex problem solving related to HR functions and personnel action interface with payroll. Ability to advise senior leaders or commanders, at all levels, or various technician support services. Knowledge, skills and ability to develop training guides, user instructions/manuals, and customer support documentation for HR systems that has been used by customers.
