Summary

Position is assigned to Child and Youth Programs (N96); Fleet and Family Readiness; Commander, Navy Installations Command. The Early Childhood Education Coordinator provides strategic oversight and expert guidance and coordination of enterprise-wide early child development care programs including 24/7 Centers, Child Development Centers, and recreational programming ensuring Navy-wide programs comply with Department of Defense (DoD), Department of Navy, and national accreditation standards.

MAJOR DUTIES AND RESPONSIBILITIES

General duties comprise 80% of incumbent's time and include but are not limited to:

  • Develops, updates, and integrates Navy-wide requirements, standard operating procedures for 24/7 Centers, CDCs, and recreational programs in alignment with Department of Defense (DoD) certification, and NAEYC accreditation standards.
  • Advises and develops tools for consistent program delivery across center-based care while addressing unique operational contexts.
  • Recommends and coordinates innovative strategies based on program assessments, demographic trends, and evolving family needs.
  • Conducts annual program evaluations, unannounced inspections, and compliance reviews for ECE related programs. Collects, analyzes, and reports data to support continuous program improvement and strategic planning.
  • Assesses and supports curriculum implementation, resource utilization, learning environments, developmental screenings, and child outcomes to promote high-quality early childhood education.
  • Manages execution of and supplements design of comprehensive professional development plans for CDC professionals, including orientation, ongoing training, and credentialing such as the Child Development Associate (CDA).
  • Coordinates with colleges, universities, and professional organizations to enhance staff qualifications.
  • Provides subject matter expertise on early childhood education best practices, ensuring care is developmentally appropriate, inclusive, and culturally responsive.
  • Guides the implementation of evidence-based curricula and assessment tools across all care modalities.
  • Supports programs in achieving and maintaining national accreditation standards.
  • Reviews and advises on facility design to ensure compliance with regulatory and programmatic requirements, participating in planning meetings that impact child learning and safety.
  • Analyzes market data, subsidy programs, and incentive structures to ensure program affordability and sustainability.
  • Assists in budget modeling and financial analysis to accurately reflect operational costs and resource needs.
  • Develops and maintains metrics and reporting tools to monitor professional and organizational performance, child outcomes, staffing ratios, accreditation status, and satisfaction surveys.
  • Utilizes multiple systems to track and document local inspections, mitigate issues, and complete follow-up actions, including tracking evidence, extensions, exceptions, and corrective actions.
Communication duties comprise 20% of incumbent's time and include but are not limited to:
  • Coordinates with CYP Implementation Manager as well as other HQ leaders to ensure effective and efficient execution of programs and initiatives.
  • Collaborates with internal and external stakeholders, including Regional CYP Program Managers, Installation Commanding Officers, Fleet and Family Readiness Directors, colleges, and NAEYC to enhance program quality and staff development.
  • Represents CNIC Child and Youth Programs at high-level meetings, working groups, and conferences.
  • Prepares and delivers oral presentations, briefs, information papers, reports, surveys, and training initiatives to a variety of internal and external audiences, including flag-level positions within the Navy, on programs, duties, responsibilities, and areas of research and analysis. Provides briefing content for Flag Officers, Congressional staff, and DoD representatives.
  • Maintains liaison with federal agencies, community organizations, and national early childhood education institutions to remain current on industry trends and policy implications.
  • Briefs senior Navy leadership and contributes to policy development at CNIC, Office of the Secretary of Defense, and DoD levels.
  • Cultivates relationships with internal and external partners and vendors to curate ECE solutions.

  • CONUS and OCONUS travel, up to approximately 25% will be required.

Qualifications

  • Mastery knowledge of child development principles, early learning curriculum design, developmentally appropriate practices, and classroom/home-based environmental standards.
  • In-depth Knowledge of national accreditation processes (NAEYC) and DoD certification requirements for early childhood programs.
  • Robust knowledge of N96 Child and Youth Program operations and management to include fundamental and technical knowledge.
  • Knowledge and skill in applying analytical and evaluative methods and techniques to issues concerning the efficiency and effectiveness of program operations.
  • Knowledge of the Navy operational organizational structure, chain of command, protocol and funding, particularly as it relates to Child and Youth Programs.?
  • Knowledge and understanding of DON/DoD philosophy, goals, vision, policy and programs relating to child and youth issues of military members.??
  • Knowledge of program policies and regulations covering areas of applicable administrative and operational policies and procedures.?
  • Knowledge of techniques to mentor, motivate and coach field professionals.
  • Skill and ability analyze broad aspects of activity program requirements in terms of missions, policies, program objective, and total system output capabilities to ensure a balanced and executable program/budget.
  • Skill to negotiate effectively with management to accept and implement initiatives, methods and recommendations of proposals.
  • Skill in oral and written communications to write, interpret and develop policies and procedures; write and present status reports; special reports; and briefings on various subjects to senior leadership.
  • Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook) and other web-based systems used in the program area.?
  • Ability to lead, train, mentor, and support a professional workforce in alignment with Navy values and early childhood standards.
  • Ability to analyze and interpret data to assess program outcomes, develop reports, and recommend improvements.
  • Ability to interact with senior staff members of other federal agencies, institutions, and sectors as required producing top quality analysis, insight, and products.
  • Ability to apply high level, sound judgement in the solution of emergent concerns and the administration of management programs.
  • Ability to exercise technical judgment and resourcefulness in evaluating metrics for measurement of effectiveness, efficiency, and productivity.
  • Ability to effectively support teams in achieving set objectives.
  • Ability to integrate, coordinate and monitor a wide variety of projects, processes, and initiatives.

Education

Salary is dependent on experience and/or education. Offered salary is inclusive of duty location locality pay.
