Summary:
The Primary Purpose of this Position is: To serve as Airfield Manager, providing oversight of the Airfield Management function.

Duties:

  1. Plans, organizes, and oversees the activities of the Airfield Management/Base Operations. Develops and directs the implementation of short and long-term operational plans, policies, and procedures of base operations activities and airfield facilities essential to flight safety and flight operations.
  2. Oversees maintenance and operation of the airfield to ensure compliance with all applicable safety regulations.
  3. Represents the installation for all airfield management matters at various conferences, meetings, and one-on-one dealings with local officials, other DoD components, and other Federal and State organizations concerning management and use of the airfield.
  4. Performs supervisory personnel management responsibilities.

  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.

Qualifications

CONDITIONS OF EMPLOYMENT (CONTINUED):

  • IAW, DoDI 3020-42 this position has been locally, or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity. Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release.

QUALIFICATIONS:
In order to qualify, you must meet the Specialized Experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Transportation Operations (2150)

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; comprehensive knowledge of a wide range of federal and agency airfield management and flight planning principles, practices, procedures, and regulations applicable to the full range of airfield management responsibilities on a military installation and the relationship of these activities to the air traffic system; knowledge of operations, practices, and policies of airfield management and planning function to develop, integrate, and coordinate airfield management plans and programs; knowledge of performance characteristics, capabilities, and limitations of various types of aircraft, military, and federal flying regulations, aircraft with hazardous cargo/ammunitions, communications procedures, and other air and ground operations procedures to enable the incumbent to make appropriate decisions during management of the airfield; Knowledge of military and civil aircraft landing/take off capabilities and limitations is essential for rapid, safe, and viable decision making when emergency and/or unusual runway conditions exist; thorough knowledge of military and FAA regulations pertaining to airfield maintenance and equipment ground handling facilities; knowledge of the procedures related to flight handling, routing, airways, and airspace structures; weather and its effect on flying operations; airfield conditions; domestic and foreign heads of state security and how they affect safe flight operations; knowledge of engineering and contractual principles and procedures pertaining to airfield pavement and construction materials, maintenance, and airfield pavement repair practices; knowledge of safety practices and procedures to ensure all construction, repairs, and operations on the airfield are performed in a safe environment; knowledge in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of DOD, Air Force, Federal Aviation Administration, and International Civil Aviation rules, laws, regulations, instructions, and directives as they pertain to airfield planning and design criteria, aircraft operations, and airfield management.
  2. Knowledge of safety and security regulations, practices, and procedures.
  3. Ability to analyze, plan, and adjust work operations to meet program requirements and objectives within available resources, and to mentor, motivate, and appraise the staff of an organization.
  4. Ability to communicate both orally and in writing.
  5. Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options concerning airfield operations and maintenance.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
