As a Supervisory Security Specialist, you will be providing oversight of the Sensitive Compartmented Information (SCI) Security Program for the Department of Energy. The Division ensures a secure environment for intelligence information in support of DOE & other National Security programs & policies; manages the Director Of National Intelligence (ODNI) Sensitive Compartmented Information (SCI) programs within DOE; & provides overall security support to the DOE intelligence enterprise.

This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.

As a Supervisory Security Specialist, you will:

  • Be responsible for all SCI security activities across the DOE enterprise and serves as a senior security advisor to senior level managers within IN.
  • Plan work and goals to be accomplished by subordinates. Sets and adjusts short-term priorities and prepares schedules for completion of teamwork. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluates work performance of subordinates and appraises staff performance. Provides advice, counsel, or instruction to employees on both work and administrative matters.
  • Make adjudicative determinations regarding SCI access for the Department. Certifies and accredits Sensitive Compartmented Information Facilities (SCIFs). Provides oversight of all DOE accredited SCIFs to ensure compliance with DOE and Intelligence Community Directives are properly implemented to protect SCI materials.
  • Provide counsel, related to the Sensitive Compartmented Information Security Program, to senior level managers regarding Security Division authorities and policies. Represents IN at DOE and or Intelligence Community security meetings and working groups.
  • Provide oversight to Security Division programs to include budget formulation and execution, tasks from IN and/or the Director, National Intelligence and day-today operations. Tracks and reports to appropriate senior officials the status of pending security activities. Maintains awareness of new security developments and make recommendations

  • The incumbent is required to complete an initial Counterintelligence (CI) evaluation and on a recurring basis, which may include a CI-scope polygraph examination.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
  • Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.
  • This position is not included in a Bargaining Unit.
  • In addition, the incumbent is required to obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty; failure to do so may result in separation from federal service.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:

  1. Strategic development, implementation, and oversight of Sensitive Compartmented Information (SCI) security programs within a U.S. Intelligence Community (IC) element or a closely related national security environment.
  2. Directing a large team of federal and contractor security professionals responsible for diverse security disciplines.
  3. Providing authoritative counsel and guidance on SCI security program matters to senior leadership within an intelligence or national security organization and across complex interagency networks.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
