and to provide consultation, direction and guidance regarding all aspects of Fire Department Occupational Health and Safety.

Duties:

  1. As the department's Health and Safety Officer (HSO), plans, directs, coordinates, and evaluates activities necessary to implement a comprehensive Fire Department Occupational Safety and Health Program.
  2. Prepares and develops specialized Flight Management Plans and Standard Operation Policies/Guides defining mishap prevention, handling, and storage procedures based on interpretation and/or adaptation of instructions and policies formulated by higher headquarters or other federal government agencies.
  3. As the department's Hazardous Materials Response Program Manager, manages the various program elements to prepare, equip, and respond to emergencies involving the release or potential release of hazardous materials into the environment.
  4. As the primary Incident Safety Officer (ISO), participate within the incident management system as a command staff member and respond in accordance with SOP/SOG to emergency incidents.
  5. Plans investigations and analyzes mishaps and hazardous conditions to determine origin, causes, and contributing elements and prepares written reports concerning findings. This position will support the Federal Government's response to efforts to COVID-19.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • This position requires the employee to work under adverse environmental conditions and falls under the respiratory protection program and hearing conservation program.
  • Duties may require wear of firefighting personal protective equipment with Self Contained Breathing Apparatus (SCBA) and entering environments designated as immediately dangerous to life or health (IDLH).
  • This position is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force civilian drug-testing program.
  • As a mandatory requirement for employment in the TDP, the incumbent is to (a) refrain from the use of illegal drugs and (b) if required, submit to urinalysis testing.
  • The selectee must sign statements acknowledging the position is identified as a TDP.
  • Incumbent may be required to work an alternate work schedule, which requires an uncommon tour of duty consisting of a 56- or 60-hour work schedule, with supervisor’s approval.
  • Subject to recall in the event of real fire/disaster emergencies. Incumbent may also be required to take part in test alerts and practice readiness exercises.
  • Required to participate in a physical fitness program and pass an annual physical.
  • Physical demands include heavy lifting, walking, crawling, kneeling, rapid mental and muscular coordination, climbing, and is required to maintain physical fitness requirements necessary to perform the job.
  • Work environment may include outside work and inside work, excessive heat and cold, dust, smoke, water, fumes, slippery or uneven walking surfaces, above or below ground, and irregular hours of work; i.e. day and or night.
  • This is a Mission Essential (ME) position performing Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • IAW DoDI 3020-42, Defense Continuity Programs.
  • A pre-employment physical is required for this position.
  • A secret security clearance is required for this position.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS Fire Protections and Prevention Series 0081.

SPECIALIZED EXPERIENCE:
CURRENT FEDERAL OR PRIOR FEDERAL EMPLOYEE: Applicants must have one year of specialized experience equivalent to the GS-09 grade level in the Federal service which demonstrates the particular knowledge, skills and abilities to successfully perform the duties of the positions: knowledge of occupational safety and health management systems. Principles, techniques, laws, codes, and standards applicable to the fire service; occupational health and safety hazards related to non-emergency operations; current health maintenance and physical fitness issues that affect fire service members. (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents; and/or (6) developing, implementing, or providing training in fire protection and prevention.

EXTERNAL APPLICANT: Applicants must have one year of specialized experience equivalent to the GS-10 grade level in the Federal service which demonstrates the particular knowledge, skills and abilities to successfully perform the duties of the positions: knowledge of occupational safety and health management systems. Principles, techniques, laws, codes, and standards applicable to the fire service; occupational health and safety hazards related to non-emergency operations; current health maintenance and physical fitness issues that affect fire service members. (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents; and/or (6) developing, implementing, or providing training in fire protection and prevention.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. Current and Prior Federal Employees: One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. External Applicants: One year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of occupational safety and health management systems, principles, techniques, laws, codes, and standards applicable to the fire service; occupational health and safety hazards related to non-emergency operations; current health maintenance and physical fitness issues that affect fire service members.
  2. Knowledge of safety and health hazards associated with emergency operations; building construction; fire science and behavior relative to predicting dangerous fire ground environments; personnel accountability systems; incident scene rehabilitation strategies; and the ability to manage incident scene safety per organizational policies and national consensus standards.
  3. Knowledge of hazardous materials emergency response procedures, equipment, identification, and mitigation actions.
  4. Knowledge of the theory, principles, methods, techniques, and practices of firefighting and rescue operations.
  5. Knowledge of the operation of fire department communications equipment.
  6. Ability to operate and direct others in operating under stressful and dangerous conditions.
  7. Ability to communicate effectively, both orally and in writing.
  8. Ability to track trends and practices to identify and reduce hazardous conditions and procedures.
Effective 1 Jun 00, all DoD firefighters and contract fire and emergency service personnel must be certified at the next higher level before being eligible for promotion to that level. Applicants must list their current firefighter related licenses and certificates on their resumes. Certification requirements for this position are: Fire Officer III (includes Fire Officer I, II), Fire Instructor II (includes Fire Instructor I), Fire Inspector II (includes Fire Inspector I), Hazardous Materials (HAZMAT) Incident Commander, HAZMAT Operations with Mission Specific Competencies Personal Protective Equipment and Product Control (includes HAZMAT Awareness), Airport Fire Fighter (includes Firefighter I, II), and National Incident Management 100, 200, 300, 400, 700, 800 (or Air Force approved equivalent).

The incumbent must be certified by the DoD Firefighter Certification System as a Fire Department Health and Safety Officer and Incident Safety Officer within one year.
