Summary

The primary purpose of this position is to provide supervision and day to day oversight for a high level complex program. The primary function is to provide high level administrative support to the veterans, upper management, clinical services, and other stakeholders. Will also provide leadership and direction in the management of the Beneficiary Travel Program. The incumbent will directly supervise employees assigned to Veterans Transportation Service within Business Administration Service.

Duties

Help

Major Duties but not limited to:

  • Responsible for assuring staff makes the appropriate eligibility determinations for transportation and beneficiary travel reimbursements for healthcare visits which requires an extensive knowledge of VA laws, directives, guidelines, policies, and procedures.
  • Responsible to ensure accurate, timely and consistent information is entered in the Medical Center's database.
  • Analyze, develop, plan, and advise on passenger movement policies and programs. Cultivate partnerships and multi-agency coordinated transportation activities.
  • Management of program operations to identify and define requirements for the use of automated systems when dispatching and routing drivers.
  • Provide training for staff on a variety of complex transportation management and patient related software.
  • Must possess vast computer knowledge in creating and capturing data. Incumbent will manage VA's travel program BTSSS for veteran travel needs, this program is complex and requires an extensive amount of analytical thinking and complex problem solving.
  • Applies a comprehensive knowledge of eligibility requirements including completion of means test, beneficiary travel, and other entitlement programs.
  • Keeps the Care Lines and Services informed and up to date concerning appropriate administrative travel regulations.
  • Provides policy and guidance to veterans, family members, VSO's, and appeals officers when the veteran wishes to appeal a decision of their travel eligibility to The Board of Veterans Appeals.
  • Responsible for organizing and scheduling all BTSSS national mandatory, refresher, and on-the-job training and education of all staff to include the five (6) geographically located CBOC and Outpatient Clinic administrative personnel.
  • Knowledge of pertinent laws, regulations, policies, and precedents that affect the use of program and related support resources in the area, such as interpretation of various Standard Operating Procedures for managing complex administrative issues with mental health patients.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/12/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Individual Occupational Requirements

Education

Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

Experience

Specialized Experience (for positions above GS-5): Experience that demonstrated a knowledge of the transportation function(s) of the position to be filled.

You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Knowledge of the organizational mission, structure, functions, policies, and procedures of the Veterans Health Administration (VHA), in general, and in-particular the operational framework as outlined in SNVHCS memoranda and directives.
    • Knowledge and expertise in data management and analysis, healthcare travel eligibility and enrollment, BTSSS Beneficiary travel software and veteran satisfaction and customer relations.
    • Knowledge and ability in personnel management, planning, data retrieval and analysis associated with each program.
    • Knowledge of healthcare delivery systems, functions, and organizational relationship with specific knowledge of service delivery in a managed care environment.

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Physical Requirements: The work is primarily sedentary, although there will be some walking, standing, bending, and carrying of lightweight items, such as papers, books or driving an automobile. Travel to the required to the Laughlin, Pahrump, and Southern Nevada CBOC's, since incumbent has oversight of the travel program operations of those respective clinics.

This occupation is being considered for a Veterans Health Administration enterprise-wide Critical Skills Incentive (CSI). Candidates may be eligible for a lump sum CSI. The amount of lump sum CSI is determined based on appointment date and may be pro-rated as determined by the end date of the CSI. Eligible candidates will be required to sign a service agreement agreeing to an obligated service period and failure to complete the obligated service period may result in a debt for the unearned portion of the CSI.

This occupation is currently approved for a Veterans Health Administration enterprise-wide Critical Skills Incentive through [insert date].
