Summary

This position functions as a Purchasing Agent for Prosthetic & Sensory Aids Service (PSAS) with the Prosthetic Service Line at the Cape Girardeau HCC. The primary purpose of this position is to perform direct medical supply Purchasing support for administrative and clinical services to initiate the obligation for all related requirements necessary to provide prosthetic and sensory aids services, to include durable medical equipment and supplies directly to Veterans.

Help

Duties include but are not limited to:

  • Performs purchasing while adhering to Government Purchase Card guidelines, Prosthetics Directives and Handbooks, VISN policy and station memorandums to acquire patient-specific medical equipment, supplies and services.
  • Verifies accountability of all prosthetics expenditures in both the purchase menu and the prosthetics program and associates all obligations to the individual Veteran. Ensures the services provided are documented as the type of service and duration.
  • Verifies adherence to training and other contractual agreements.
  • Provides patient care and support services to an adult population and serves as the point of contact for external customer service inventory needs and support.
  • Tailors the patient care/support services to meet the specialized need(s) of the individual patient and the clinical service it supports.
  • Monitors, receives, tracks, interprets, and analyzes Prosthetic Consults, and prescriptions for items, services and home medical equipment from physicians, therapists, medical center personnel, patients or their representatives.
  • Reviews requests for completeness, comparing disability or diagnosis to equipment and/or services normally provided for the condition for which they are requested, and/or proper documentation has been provided to justify the issuance.
  • Ensures consults are completed and appropriately closed within guidelines and follows-up on all pending consults to ensure services are rendered.
  • Examines clinical health records to determine eligibility for items and services based on adopted criteria and advises Veteran of the same. Confirms items and services are request by an authorized requester per the area of responsibility and training is addressed before equipment is issued.
  • Ensures pending requests are posted to the suspense log and enters data to verify the workload statistics used to determine facility funding for Prosthetic activities.
  • Communicates with providers and Veterans to obtain a clear understanding of necessary healthcare plan/outcome.
  • The incumbent has the authority to obligate the Government in procurement actions up to the single micro-purchase threshold for open market and under established contracts for all types of goods and services.
  • Incumbent has the responsivity for all procurement actions taken within the limits of this authority and is responsible for protecting the Government's interest on all transactions.
  • Researches the use of different solicitation methods, ordering or reporting procedures in both the purchase card menu and the prosthetics program.
  • Completes a Veterans Record Transaction on the patient's medical record (2319) to document what was purchased and issued is recorded on the Veteran's record.
  • Is aware of products with possible recalls, determines if feasible to obligate and purchase after reviewing all documentation and discussing with the requestor the recall finding.
  • Initiates recall action of identified recall products provided and communicates all findings to the Logistics Service.
  • Purchases specialized equipment or services that have complicating factors and resolves a variety of purchasing problems.
  • Works closely with clinicians and suppliers to meet delivery deadlines and ensure emergent deliveries and repairs.
  • Incumbent ensures that all the requirements required by/to the contracting officer are met, including, but not limited to solicitations, socioeconomic programs, and follow-up.
  • Incumbent must administer small purchase orders that involve the use of instruments that are not firm-fixed-price (e.g., time and materials, labor hours, or other un-priced small purchase orders).
  • The incumbent knows all Prosthetic items currently on national Blanket Purchase Agreements (BPA).
  • Adheres to all purchase card policies, applicable regulations and ethical considerations,
  • Maintains accurate records of transactions and completes all adjustments into computerized system.
Performs other related duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/12/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Physical Requirements: Requires some physical effort such as standing, sitting, walking, or bending. There are no special physical demands. The work is performed in an office setting involving everyday risks or discomforts. Normal safety precautions are adequate.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
