Summary

This position is part of the Loan Programs Office, Department of Energy. As a Senior Investment Officer, you will be responsible for carrying out, or leading a group of Investment and /or Senior Investment Officers responsible for carrying out the review, analysis and processing of loan and loan and loan guarantee applications and the negotiation of loan and loan guarantee agreements, from receipt of loan guarantee applications, through approval or rejection, to financial closing.

Duties

Help

As a Senior Investment Officer, you will:

  • Performs, or leads a team performing, the credit analysis of new loan guarantee applications, including detailed credit analysis, financial modeling, credit assessment, and risk analysis associated with projects.
  • Conducts a thorough and complete analysis before presentation to the origination team. Prepares the necessary documents required through the DOE financial, technical and environmental review process.
  • Responds to requests for meetings and other assistance by DOE offices. Participates in conferences and/or other DOE events as requested.
  • Prepares presentations and project status dashboards for senior management highlighting the status of the loan guarantee program's current portfolio.
  • Coordinates and manages eligibility and technical reviews with LPO technical team.
  • Manages DOE consultants who perform emissions verification reviews for incoming projects.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS GS-13:: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Experience is defined as:

  • Performing financial analysis of new loan applications for large-scale or commercial infrastructure projects, including detailed market and credit analysis, financial model development and risk analysis.
  • Performing underwriting (including detailed market and credit analyses, financial model development, and risk analyses) of large industrial and infrastructural project finance transactions including those in renewable energy, nuclear energy, power, transportation, oil and gas telecommunications, petrochemicals or mining sectors and large "corporate' loans for similar transactions.
  • Evaluating project finance structures to recommend appropriate terms and conditions for the approval of loans or loan guarantee.
  • Reviewing or preparing background memoranda, presentations, and other key decision documents that outline the conditions needed to guarantee payment of loans needed to negotiate terms and conditions of federal loan and guarantee agreements.
SPECIALIZED EXPERIENCE REQUIREMENTS GS-14:: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Experience is defined as:
  • Leading a team performing financial analysis of new loan applications for large-scale or commercial infrastructure projects, including detailed market and credit analysis, financial model development and risk analysis.
  • Determining financing project readiness for full-scale commercialization and the initiation of full due diligence and underwriting.
  • Identifying, analyzing and evaluating complex finance projects, including debt and equity transactions and analyzing complex sensitive financial and economic data.
  • Performing loan analyses and processing of loans and loan guarantee applications; negotiating loans and loan guarantee agreements ensuring that these transactions conform to loan guarantee guidelines and appropriate legislation.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
