Summary

This position is part of the Defense Human Resources Activity. The incumbent provides complex EEO and HR management advisory and technical services to DoD management and subject-matter experts identifying and proposing solutions to significant DoD HR and EEO investigation issues which involve major projects to isolate and define unknown conditions, resolve critical problems, and/or develop new concepts and innovative approaches for the EEO and HR investigation programs.

Duties

Help

As a EQUAL OPPORTUNITY INVESTIGATOR at the GS-1860-13 some of your typical work assignments may include:

  • Planning and conducting independent investigations of the most high profile, controversial and technically complex EEO discrimination complaints as hostile work environment and harassment claims, and other unresolved dispute cases filed by employees.
  • Obtaining sworn testimony through personal face-to-face interviews, fact finding conferences, telephone or video conference interviews, and interrogatories.
  • Thoroughly researching and reviewing pertinent Equal Employment Opportunity Commission (EEOC) and Federal Court decisions and guidance.
  • Analyzing information based on models of analysis, e.g. disparate treatment, disparate impact, hostile work environment, failure to reasonably accommodate, etc.
  • Performing conflict resolution to effectively resolve disputed matters and to effectively deal with complainants, attorneys, witnesses and managers/supervisors.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
1. Applying, laws and regulations to investigation work to develop new techniques, legal processes, approaches and detailed reports.
2. Developing agency wide policies, procedures, and strategies for largeĀ­scale or multi-jurisdictional investigations both complex and sensitive.
3. Providing technical advice, guidance, and recommendations to agency critical operations which change the interpretation of regulations, lead to new case law decisions, or influence the development and modification of significant policies or programs.
4. Serving as a project manager throughout the investigative lifecycle to include; employment discrimination involving nationwide or international employers and issues resulting in decisions having a major impact on employment policies and practices

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
