WHAT YOU'LL BE DOING DAY TO DAY

As Chief of Staff of the Office of National Security, you will oversee and lead strategic initiatives and the daily activities of the Office of the Director (Support Services, Secretariat, Strategic Communications, and Organizational Health) and work in partnership with ONS leadership to ensure alignment and support with mission, goals, and objectives of the Assistant Deputy Secretary for National Security and the Department of Health and Human Services. The incumbent will lead a professional staff, assess performance, collaborate and oversee goal setting, and provide feedback on personal and professional development. The Chief of Staff will serve as an exemplar for ONS managers for workforce development and performance management and lead ONS efforts in the planning, coordination, and organization of all essential information and materials to assist Senior Executives in the execution of daily mission objectives. The incumbent will lead key services and process that augment ONS functional capabilities and mission success and implement best practices to maximize communication among management, staff, and HHS partners.

Oversee Support Services:

  • Provides logistics, emergency management, and infrastructure support that enable core ONS intelligence and security functions to achieve sustained mission success. Drives repeatable processes to maximize productivity, morale, and effectiveness.
  • Provides leadership with timely, customer-oriented human resource services employing HR tools and creative solutions to meet mission requirements; ensures ONS attracts, develops, and retains a highly qualified and diverse national security workforce.
  • Oversees ONS contracting activities to include managing the allocation and tracking of ONS contract FTEs to ensure contract support meets ONS mission needs and strategic goals.
  • Supports and augments ONS planning, development, and execution of current year ONS expenditures and future ONS budgets to support and sustain ONS strategic objectives.
Oversee Secretariat:
  • Serves as the central point of entry and dissemination point for correspondence and other official reporting for ONS and manages tasking/tracking, coordination, dissemination, and archiving for the office in response to internal/external taskings.
  • Manages and administers internal and external Governance processes and forums to facilitate integrated, informed, and timely decision-making to support ONS objectives and information sharing.
Oversee Strategic Communications:
  • Develops, promotes, and ensures coordinated delivery of effective and strategic ONS communications and key messaging to support and advance the ONS and HHS mission.
  • Engages with elements across ONS, HHS, and the Intelligence and National Security Communities to raise the profile of ONS and advance its mission.
  • Develops corporate communications ensuring workforce awareness of intelligence and national security programs, initiatives, requirements, training, and other opportunities; facilitates persistent two-way communication between the ONS workforce and leadership.
Oversee Organizational Health:
  • Facilitates development and implementation of processes to shape organizational strategic direction, priorities and goals, and address overall organizational health. This function is responsible for organizational planning, prioritization, and tracking of performance goals that gauge various aspects of organizational health and climate.

WHAT WE ARE LOOKING FOR

Candidates must have one year of specialized experience at the GS-14 level performing all of the following:

1) Advising senior intelligence and national security executives on organizational goals and objectives related to intelligence operations
2) Developing organizational policies, procedures, and delegation of authorities to execute intelligence and national security requirements
3) Serving as a key advisor in SCIF Operations, classified communications, and the application of Intelligence Community systems and resources
4) Formulating and executing the budget of an Intelligence Community organization
5) Constructing and implementing training and professional development programs and career paths for intelligence officers and managers
