Summary

The incumbent serves as the Maintenance Supervisor for Engineering Service with the VA Central California Health Care System, Fresno, CA. The primary purpose of the position is to serve as manager over the Plumbing Shop, Electrical Shop, Carpenter Shop, Paint Shop and the Heating, Ventilation, Air Conditioning and Refrigeration Shop (HVAC/R) exercising full supervisory responsibility for control over work operations involving (25-30) subordinate trade workers and (2) or more work leaders.

Duties

Help

  • Plans, directs, lays out, assigns, coordinates, and supervises work performed by mechanics and
    tradesmen.
  • Has an extensive knowledge of all maintenance, repair, and preventive maintenance of Plumbing, Pipefitter, Electrical, HVAC/R, Carpentry and Paint of all buildings and structures.
  • Reviews and oversees the work of subordinates, contractors, and other trade specialists to ensure compliance with VA standards and regulations and the terms of the contract or job order.
  • Must have the ability to troubleshoot a mixture of commercial and industrial air conditioning and refrigeration systems that may include a variety of refrigerant compressor (gear, reciprocating, centrifugal, hermetically sealed or rotary pump) utilizing an assortment of refrigerant controls such as low and high-pressure floats, automatic thermostatic expansion valves (capillary or choke type) and those based on volume or quantity changes.
  • Skill in the dismantling, repair and reassembly of pumps, impellers, compressors, chillers, receivers, and evaporators.
  • Must be competent in reading drawings and overcoming difficulties encountered within applying the drawing to the job site, check drawings, and order all materials needed to complete minor construction projects.
  • Plan and coordinate of maintenance activities involving all maintenance shops, sequencing of daily, weekly, monthly and longer work plans to make efficient use of resources, balancing priorities, available funding, availability of materials and supplies, vendor support and operations requirements of the medical center.
  • Performs other related duties as assigned.


Work Schedule: Monday - Friday, 07:00am- 03:30pm.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements/Working Conditions: Work is both outside and inside in areas of medium to excessive heat, cold, humidity, dampness or chilling areas that have intermittent noise, dust, fumes, grease, dirt, oils, with exposure to electrical wires and energy. Areas may be slippery and/or uneven surfaces, in equipment rooms, tunnels, crawls spaces, confined spaces, penthouses, overhead catwalks, scaffolding and/or in tight areas such as manholes and electrical equipment closets. The incumbent is occasionally subject to very uncomfortable and possibly dangerous working conditions and must be in satisfactory physical and mental condition and always fit for duty. Work requires good coordination and good physical condition and the use of PPE's as needed for each job. Required to walk, stand, stoop, bend, kneel, climb, crawl and work in uncomfortable positions and to pull, push, reach over the shoulder and lift supplies and/or equipment weighing up to 100 pounds. Must have rapid mental and muscular coordination simultaneously, good hearing, depth perception and the ability to distinguish basic colors and shades of colors.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
