As an International Trade Compliance Analyst (Recent Graduate), you will perform the following duties: As an International Trade Compliance Analyst, you will perform the following duties:

  • Assist in the preparation of oral presentations which reflect issues raised by Stakeholders and Teams.
  • Assist in the analysis and evaluation of data; attend meetings, briefings and hearings; assist with data verification.
  • Enforce AD/CVD Laws through proceedings by performing analysis and research and implementing results.
  • Assist in the research and analysis of US AD/CVD International related regulations and make recommendations.

This Job Opportunity Announcement may be used to fill other International Trade Compliance Analyst (Recent Graduate) GS-1801-11 positions within the Department of Commerce in the same geographical location with the same qualifications and specialized experience.

Applicants must have completed, within the previous two-years or complete within the next 9 months, a qualifying associate's, bachelor's, master's, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution.

Exceptions are made for veterans, as defined in 5 USC 2108 , who, due to military service obligations, were precluded from applying to the Recent Graduate Program during the two-year eligibility period described above. Veterans have a full two-year period of eligibility upon their release or discharge from active duty. The eligibility period shall not extend beyond six years from the date of academic completion.

This position is being recruited with an opportunity for non-competitive conversion eligibility to a permanent OR term position upon completion of all Recent Graduate program requirements. Conversion is not mandatory nor guaranteed (see Other Information).

Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Specialized experience: To qualify at the GS-11 level: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-9 in the Federal service. Specialized experience is defined as:

- Analysis and/or application of US Antidumping/Countervailing Duty (AD/CVD) laws; and
- Application of international financial and business concepts to US AD/CVD law; and
- Preparing briefings, correspondence, reports, and/or memoranda related to AD/CVD law; and
- Conducting research, gathering evidence, performing analysis and presenting findings related to AD/CVD law

OR

Ph.D. or equivalent doctoral degree

OR

3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related

OR

Combination of education and experience

The Pathways Recent Graduate Program requires education, as described in the Qualifications Section, above.

  • Complete 40 hours of formal interactive training within developmental period.
  • Sign a Pathways Programs Participant Agreement upon appointment.
  • Meet established goals outlined in the Recent Graduate's Individual Development Plan (IDP).
  • Recommended by supervisor/manager for conversion to permanent OR term position.
