Summary

This position is a Management and Program Analyst within the Veterans Transportation Program that provides support to multiple VISN's and medical centers. The position will conduct quality management control testing, evaluate standards, objectives, and internal controls to support reduction of improper payments, reduce fraud, waste and abuse, while identifying operational risks of the Beneficiary Travel and Transportation programs.

Duties

Help

Major duties include but are not limited to:

  • Monitors and ensures adherence to Veterans Transportation Service (VTS), Beneficiary Travel, Highly Rural Transportation Grant (HRTG), and VHA policy
  • Identifies possible root causes of error in local Veterans Transportation Program (VTP) programs to improve program efficiency and effectiveness
  • Applies analytical and evaluative techniques in the identification, consideration, and resolution of issues or problems related to the
    Veterans Administration Veterans Transportation System (VAVTS)
  • Identifies, documents, and tracks operational policy issues, analyzes and evaluates problems which impact operations or management activities and recommends solutions to correct the situation
  • Determines the nature and extent of deviations and whether they result in the impairment of internal controls, inefficient use of resources, and impact to reviewed entities
  • Identifies review approaches in specific functional areas, develops statistical sampling plans, and extracts and sorts sample cases to expedite review work

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/26/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former VA employees applying for reinstatement with CTAP eligibility.

You may qualify based on your experience as described below.

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization.
  • Examples of specialized experience would typically include, but are not limited to:
    • Conducts quality management control testing services to promote risk management and audit readiness techniques
    • Evaluates standards, objectives, and internal controls to support reduction of improper payment, fraud, waste, abuse, and operational risks
    • Develops corrective action plans when non-compliance is discovered
    • Analyzes special reports and statistical compilations to arrive at an accurate estimate of the precise nature or root cause and exact scope of the matter/issue being reviewed
    • Measures the success or performance of programs and pilot initiatives
    • Presents accurate findings and communicating recommendations both orally and in writing for senior management
    • Examines vouchers, invoices, claims, and other requests for payment for goods and services provided to or by the Government for Beneficiary Travel and responsible for the proper processing and resolution of claims

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary, although slight physical effort may be required especially during travel as laptops will be required to accompany staff.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6, or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
