Summary

You will serve as a Production Superintendent (Wood and Material Crafting Trades) in the Production Resources Department of PSNS and IMF.

Duties

Help
  • You will be responsible for the administration of policies, programs, and funds while integrating technical process factors required to successfully accomplish mission objectives.
  • You will coordinate through subordinate supervisors and collaborate with other Production Superintendents in order to sustain the operations of trades and craft work necessary to support required repair and maintenance functions.
  • You will provide direction to accomplish the trades and crafts production workforce development of work teams and direct the development of hundreds of trade workers from helper and apprentice level to journey, leaders, and supervisors.
  • You will oversee a wide range of wood and material crafting trades operations, and be accountable to superiors for the quality, quantity, effectiveness, and suitability of production processes.
  • You will organize, coordinate, prioritize, and direct subordinates in accomplishment of workforce development activities, and be the authoritative consultant and final process technical authority for work performed within the area of responsibility.
  • You will coordinate employee assignments with other trades, engineers, military advisors, superintendents, and managers.
  • You will ensure compliance to critical trade processes, workforce safety, and environmental regulations and practices related to trade work processes.
  • You will act as a consultant and advisor to senior shipyard managers on matters such as feasibility of resource commitments, manpower availability, and qualifications and training of employees to support shipyard workload.
  • You will ensure production standards related to the assigned trades are equitable, and request, defend, and support changes when necessary.
  • You will lead the Community of Practice (COP) for wood crafting and related trades and exercise trade oversight.
  • You will coordinate efforts and discuss process improvements, critical skill needs, equipment requirements, tooling, safety, quality of work products and processes and other issues pertaining to the trade and accomplishment of the work of the trades.
  • You will manage and direct the Continuing Training and Development Managers (CTDMs) within the trades and oversee the CTD Leaders (CTDLs) providing them with daily assignments and priorities.
  • You will provide both administrative and technical supervision for all wood craft trades employees involved in the overhaul, repair, and testing of naval nuclear ships.
  • You will determine goals and develop plans for their accomplishment, and determines labor and resource requirements (financial, material, manpower, equipment, facilities) based on analysis of production and shipyard workload and resources.
  • You will evaluate performance, approve leave, make selections for vacant positions, hear and resolve lower-level grievances, approve disciplinary and commendatory actions and awards, initiate personnel actions, and develop and monitor labor budgets.
  • You will promote and administer management programs such as safety, cost reduction, productivity improvement, energy conservation, incentive awards, and employee performance appraisals.

  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to work onboard ships.
  • You will be required to work in small and/or confined spaces.
  • You will need to be able to climb ladders and scaffolding.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: overseeing the operations of the wood and material crafting trade by supporting the planning and production principles of ship system overhaul, repair, or conversion projects within a shipyard environment.
