Summary

Duties

The selectee will serve as a Training Instructor (Law Enforcement) in the James J Rowley Training Center. Typical work assignments include:

  • Developing and instructing a variety of advanced instructional methods to instruct students from basic to advanced techniques in a law enforcement specialty.
  • Providing solutions for protection development; logistical equipment/supplies management; developing, implementing and conducting training courses, and new policies and procedures to address new technology needs confronting Secret Service or its security partners.
  • Independently planning, organizing and completing projects and other assignments.
  • Ensuring courses accurately meet current training standards based on industry standards, Federal Law Enforcement Accreditation, and the United States Secret Service.
  • Observing, evaluating, guiding, and mentoring students in their progress to meet training objectives.

OPM Dual Compensation Offset Waiver Approved for Rehires: This announcement is being used to recruit CSRS and FERS annuitants on a limited basis with a waiver of salary offset (if a dual compensation waiver is requested) under certain specified circumstances not to exceed 12/31/2028.

Annuitants who are reemployed with salary offset waiver (dual compensation) are eligible for:

  • Full annuity and full Federal salary.
  • Annual and sick leave (not applicable for an intermittent work schedule)
  • Full-time, part-time, or intermittent work schedules.
  • Receive overtime (on a full schedule). Overtime hours are counted towards maximum hour limitations.
  • New hires under this authority will be offered a 4-year, non-status, term appointment in the competitive service.
  • Appointments that continue past December 31, 2028, may be subjected to salary off-set (reduced) if the OPM dual compensation salary offset waiver is not renewed.
Annuitants who are reemployed with a salary offset waiver (dual compensation) are NOT eligible for:
  • Additional retirement coverage (other than Social Security coverage).
  • TSP Contributions.
  • Annual, sick leave or holiday pay (applicable to an intermittent work schedule only).
Reemployed annuitants may only receive one appointment per job series.

Qualifications

To be considered qualified for this position you must meet the following qualification requirements for the respective grade level in which you are applying.

Applicants must demonstrate that they meet the Basic Requirement AND Minimum Qualification requirements as listed below:

BASIC REQUIREMENT: Applicants MUST meet one (1) of the below-listed Basic Requirements for this position.

A. Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled; OR
B. Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:

  • Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
  • Supervising or administering a training program.
  • Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
  • Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

IN ADDITION TO MEETING THE BASIC REQUIREMENT ABOVE, YOU MUST ALSO MEET THE FOLLOWING MINIMUM QUALIFICATIONS:

Specialized Experience:
You qualify for the GS-12 level (starting salary $101,401.00) if you possess one year of specialized experience equivalent to the GS-11 level performing duties such as:

  • Coordinating, developing, and instructing curriculum related to law enforcement training for basic and in-service program areas;
  • Coordinating with law enforcement agencies to determine current and future curriculum content; and
  • Communicating both orally and in writing to prepare reports and speak before work groups and/or diverse audiences.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
