Duties

Help

In this position, you will:

  • Prepare financial forecasts for use in unit budgeting and production of cash management report(s) as well as various reports using automated financial systems.
  • Analyze and interpret financial data to identify continual and short-term changes in the program requirements and recommend corrective and responsive actions to use as well as analysis of various financial partners’ cost/fee structures, contracts and revenue streams.
  • Identify, track and correct incomplete, unreliable and conflicting data that impact assigned segments of reports or projects, including open related issues such as FSS/CMM, ERP financial disbursements (IPAC, Debit Cards, BOA, & WU), pay cycles (treasury or bank and AR billing tasks) and associated cash adjustments needed to balance assigned accounts.
  • Troubleshoot problems, perform accounts examinations to include review of SI-7002 Ledger Activity PD Version: v.1.0, 11/24/2024 Last Modified: v.1.0, 11/24/2024 Report, non-cash GL account 1199, 1121 Debit Card account, etc. and resolve problematic areas within assigned areas.

Qualifications

For the GS-9, you qualify for this position if you have one year of specialized experience equivalent to at least the GS-07 level in the Federal Service. For this position, Specialized experience is defined as financial forecast preparation; reviewing general ledgers; review and verification of accounting transactions; and resolution of issues related to payment  OR

  • A master`s or equivalent graduate degree; OR
  • 2 full years of progressively higher-level graduate education leading to such a degree; OR
  • LL.B. or J.D., if directly related to the work of the position; OR
  • Combination: Education and experience may be combined to meet the basic qualifications. For a full explanation of this option please see the Qualification Standards

For the GS-11, you qualify for this position if you have one year of specialized experience equivalent to at least the GS-09 level in the Federal Service.  For this position, specialized experience is defined as financial data analysis; program compliance management; developing recommendations and process updates; and collaborating with banking and financial partners OR

  • A Ph.D. or equivalent doctoral degree; OR
  • 3 full years of progressively higher-level graduate education leading to such a degree; OR
  • LL.M, if directly related to the work of the position; OR

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Your application will be evaluated first for the basic qualifications described above.  The applications that meet the basic qualifications will be evaluated further against the following criteria:

  1. Ability to accurately enter incoming revenue sources, e.g., cash, checks and credit cards in a detailed format into computerized databases and maintain up-to-date records.
  2. Knowledge of cash management and related policies, precedents, goals, objectives, regulations and guidelines.
  3. Ability to conduct regular reviews of entries posted to the general ledger to verify accuracy of entries and to monitor funds expenditure. For identified corrections this involves initiating documents to effect adjustments and then performing the adjustments
  4. Knowledge of the capabilities, operating characteristics and advanced functions of a variety of types of financial management software (i.e., ERP, MS Excel) to accurately prepare, process, record and monitor administrative documents, reports and spreadsheets.
