Major Duties:

  • Serves as a senior logistics management officer, integrating acquisitions and procurement, logistics and related support and services for the supply chain, EX/NX and capital equipment, inventory management, storage and distribution operations, total supply support, and in some cases transportation, mail room, and reproduction.
  • Reviews complex and novel logistics and supply chain management issues and develops new methods, processes or techniques to address these. Reviews changes in agency objectives, key legislation and industry standards and determines appropriate changes in logistics policy and processes. Plans for and coordinates new logistics program requirements.
  • Leads the coordination of logistics/ supply chain efforts with other federal agencies. Develops plans and proposals for interagency projects and services.
  • When issues arise with these agencies, serves as a technical expert in developing innovative solutions to these.
  • Based on technical knowledge of logistics and supply chain management, recommends policy, procedures and methods that best meet the needs of the VAHCS.
  • Plans and carries out long-range (5-10 years} logistics studies and forecasts and makes recommendations for long ­term policy and programs based on these studies.
  • Evaluates evolving technology in the field and determines the best use of technology to accomplish logistics program objectives.
  • Accounts for the integration and alignment of acquisition, delivery and management of supplies, equipment and services to ensure the successful delivery of patient care.
  • Oversees the execution of standardized business processes, established performance measures and analyzes the supply chain, developing actions as a result of analysis results, metrics, quality assurance/compliance, operating practices, and reporting within the facility. Supports the coordination and integration of new technology and/or implementation of new supply/equipment requirements.
  • Serves as expert logistician for the CSCO. Integrates operations for the acquisition and procurement of complex healthcare resources that involve planning, coordinating, and evaluating the logistical and supply chain management actions required to support the complex requirements of a large healthcare system.
  • Oversees, guides, manages, and integrates supply chain operations across the facility/organizations; plans/coordinates with fiscal, acquisition, clinical and administrative operations.
  • Provides expert input with direction of supply chain, budget projections/execution for logistics programs and contracts, and in VISN financial, business, capital asset management, clinical, and administrative operations.
  • Provides technical expert input to the CSCO in regard to ensuring all activities efficiently coordinated to provide comprehensive logistics support, to include capital asset planning, strategic sourcing of commodities through vehicles such as the Medical/Surgical Prime Vendor (MSPV) contract and other contract vehicles.
  • Serves as a logistics expert and liaison to the VISN, OAL&C and the VHA Procurement and Logistics Office (P&LO); to include the Director of the appropriate Acquisition Service Area Office (SAO).

Work Schedule: Monday- Friday 8:00AM - 4:30PM, work schedule may change due to Agency need.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/27/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: serving as a supply chain management leader/supervisor, responsible for ensuring the logistical requirements of an organization are met; planning/coordinating and evaluating various operations to ensure the effectiveness and efficiency of a logistics program. Areas of knowledge and skill should include acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations; experience assisting with budget formulation and forecasting of expenditures. At this level, candidates should possess experience in overseeing and managing a group with a variety of occupations and subordinate supervisors. NOTE: One (1) full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. .

Physical Requirements and Work Environment: The work is primarily sedentary; however, the position is required to participate on environment of care rounds, Internal and External Quality Reviews, and external auditor site visits. These reviews include a review of work areas including warehouse, supply areas that require personal protective equipment such as operating room and lab, and equipment disposition areas that involve removal of hazardous waste. This may require long periods of standing, walking, and/or maneuvering around moving or otherwise hazardous equipment such as forklifts, pallet jacks, and cart washers. Work area is adequately lighted, heated and ventilated. May require occasional travel.
