The incumbent serves as an Information Technology (IT) Specialist for computers and telecommunications for the Management Information Systems at the Pine Ridge Service Unit (PRSU) in Pine Ridge, SD. The position supports the PRSU's medical and administrative applications and users of such applications. This position reports to the Supervisory IT Specialist.

  • Maintains servers, personal computers, printers, copiers, video conferencing systems, and software.
  • Applies IT principles, methods and practices in order to survey, analyze, test, install, upgrade, and program equipment.
  • Maintains the data communications and telecommunications network.
  • Provides recommendations on systems operating procedures, data collection, data quality, and equipment environments.
  • Trains alternate site managers and other end-users on the implementation, operation, maintenance and support of local databases.
  • Maintains the voice and data communications network and inventory and management of telecommunications equipment.
  • Prepares annual reports for long-term planning for budgeting and forecasting of computer systems and data communication needs.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

BASIC REQUIREMENT(S):

Eligible applicants must meet the requirements specified in the section titled Education or the requirements specified in the section titled Experience.

Education: All academic degrees and coursework must be from accredited or pre-accredited institutions. If qualifying based on education, you are encouraged to provide a copy of your transcripts to verify you meet the education requirements.

Undergraduate or Graduate Education: All education and degrees must be in one of the following fields - computer science, engineering, information science, information systems management, mathematics, operations research statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

GS-05: Bachelor's degree

GS-07: One (1) full year of graduate level education or bachelor's degree with superior academic achievement. Superior Academic Achievement is based on (1) class standing - applicants must be in the upper third of their graduating class; (2) GPA - overall GPA of 2.95 or 3.45 in your major during the last two years of college; or (3) membership in a national scholastic honor society.

GS-09: Master's degree or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree.

GS-11: Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.

Experience:Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Qualifying experience for all grade levels must have IT-related experience demonstrating each of the four competencies listed below:

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (this is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition, applicants must also demonstrate in their resume that they meet the specialized experience requirements listed below for the grade level they are applying to. Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, and that is typically in or related to the IT field. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Your resume must demonstrate the following:

GS-05: One (1) year of specialized experience equivalent to at least the GS-04 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Basic knowledge of computer and printer setup, configuration and preventative maintenance, a basic understanding of LAN/WAN and network equipment and configurations. Excellent customer service skills to include clear written and oral instructions and the ability to work with all local, state and federal representatives. Ability to solve problems and use sound judgment to remedy problems or to make sound recommendations. Experience using various software and ability to learn systems quickly.

GS-07: One (1) year of specialized experience equivalent to at least the GS-05 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Assist IT Specialists and provide basic IT needs, assist with implementing hardware and software, provide technical assistance to telecommunication systems.

GS-09: One (1) year of specialized experience equivalent to at least the GS-07 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Maintain Resource and Patient Management System (RPMS), install and manage new hardware and software, maintain voice and data communications network.

GS-11: One (1) year of specialized experience equivalent to at least the GS-09 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Serve as Data Base Administrator, train staff in the technical procedures required to operate and maintain functional IT and telecommunication systems, coordinate IT security measures, corrective and preventive maintenance.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.

This position is covered by a Bargaining Unit.
