Duties

Help

  • Subject matter expert (SME) on joint operational planning with DoD and the interagency community for operations related to space operations.
  • Provides technical expertise on space operations plans, strategic assessments and contingency planning. Maintains currency in Joint, Combined and Multi-Service doctrine, tactics, techniques and procedures, and joint operational concepts in order to analyze, validate or participate in development of new or revised concepts, policy, joint doctrine and plans in support of DOD and command missions and activities.
  • Leads, conducts and analyzes studies and technical assessments of space operations courses of action. Develops and advocates recommendations based on analytical results.
  • Writes, develops, edits, and revises papers, formal briefings, instructional documents, meeting notes, articles, and formal documents in support of the USSPACECOM missions.

Conditions of Employment Continued:

  • Position is designated special-sensitive and requires the employee obtain and maintain a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
  • This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Miscellaneous Administration and Program Series 0301.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH3, equivalent to the next to lower grade GS 12-13 or equivalent in the Federal Service. Specialized experience includes: Produces desired results, in the needed timeframe, with the appropriate level of supervision through the use of appropriate knowledge, skills, abilities, and understanding of the technical requirements of the job. Achieves, demonstrates, and maintains the appropriate qualifications necessary to assume and execute key acquisition and/or support requirements. Demonstrates skilled critical thinking in identifying, analyzing, and solving complex issues, as appropriate. Takes and displays personal accountability in leading, overseeing, guiding, and/or managing programs and projects within assigned areas of responsibility. Work is timely, efficient and of acceptable quality. Completed work meets project/program objectives. Leadership and/or supervision effectively promotes commitment to organization goals. Flexibility, adaptability, and decisiveness are exercised appropriately.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Mastery knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to joint operational planning at the strategic and operational levels of war.
  2. Working knowledge of the missions, roles, functions, and organizational structures, and operation of the DoD, CCMD, Joint Staff, and Service missions and organization to provide command level staff guidance, and effectively synchronize theater and global campaign planning to set conditions for execution of contingency plans.
  3. Knowledge of USSPACECOM program goals and objectives, the sequence and timing of key planning and operational events and milestones, and methods of evaluating the effectiveness of planning actions related to command events; and the relationship of the various command entities involved in the overall program planning and execution of military planning and operations.
  4. Knowledge of the President's National Security Strategy, Contingency Planning Guidance, Unified Command Plan, the SecDef's National Defense Strategy, the CJCS National Military Strategy, The National Response Framework, and related National and DoD strategic guidance related to national security.
  5. Advanced skill sufficient to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships with diverse groups and executive-level command management.
  6. Ability to recognize and analyze complex analytical problems, conduct research, summarize results, and make appropriate recommendations for resolution; Ability to gather, assemble, and analyze facts; draw conclusions; conduct analysis; devise recommended solutions; and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

AcqDemo Expanded Probationary Period for Supervisors and Managers: An additional supervisory probationary period of one year may be required when an employee is officially assigned to a different supervisory position.

This is an acquisition demonstration project position NH-4 equivalent to a GS-14 to GS-15.
