Help

  • Responsible for Title 1 program administration and directs, prepares and implements short, long range and strategic program plans, goals and objectives.
  • Serves as a negotiator for tribal self-determination contracts.
  • Provides advice, consultation, technical assistance and explains self-determination contracting principles, including applicable rules, regulations, processes and procedural requirements to Indian tribes or tribal organizations contractible under P.L. 93-638.
  • Responsible for negotiating annually and finalizing language for final agreements with tribal leaders, tribal personnel, tribal consultants and attorneys.
  • Has overall responsibility for determining and verifying funding amounts transferable to tribes in assumption of operation of a Federal program (e.g., Secretarial funding).
  • Provides written reports of any unresolved issue(s) plus a summary analysis and recommendations to the appropriate agency or individual(s) upon completion of negotiations

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

INDIVIDUAL OCCUPATIONAL REQUIREMENT(S):
Undergraduate and/or graduate education with a major study in hospital administration, public health administration, or related fields such as business and public administration with course work in health care administration.

One year of experience that provided: Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.-Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.-Knowledge of a specialized public health program.-Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.-Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Performs decision-making authority, responsibility, and accountability on all issues related to community health representative programs. Analyzes and evaluates a community health representative program; plan, gather and convey community health information, including statistics and data relative to community health; planning, preparing and presenting information on community health; drafting and disseminating community health reports; conduct or provide training on community health.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.

Recruitment or relocation incentives may be authorized. At least a 6 month service agreement will be required.
