Major Duties:

  • Manage program/project management and systems lifecycles
  • Determines technical solutions that integrate with existing enterprise architecture and infrastructure, and impact veteran's health, benefits, and financial programs across the VA enterprise.
  • Provides consultation and analysis to senior management on VA's current state of various ITcontracts and defines the future state of the agency's IT solutions.
  • Tracks, analyzes, and coordinates multiple, complex applications development projects.
  • Facilitates cross-functional and cross-team planning sessions to ensure integration of criticalpath development activities.
  • Participates in formal change and configuration management processes as a senior technical analyst.
  • Ensures adherence to approved VA processes and to identify cross product configurationissues for resolution.
  • Develops and communicate project plans and schedule system scope based on cost estimates.
  • Provides oversight of cost resource estimates.
  • Participates in future strategic planning budget developing projects.
  • Manages projects based on the approved plans to ensure the successful implementation of IT solutions.
  • Develops, modify or provide input to project plans such as the Project Management andAcquisition Financial Management Plans, Cost Analysis and Technical projectdocumentation.
  • Establishes and/or participate in meetings such as Integrated Project Team (IPT) meetings,SCRUMs, Technical Interchange Meetings (TIMS), project milestone reviews and finalproject critical decision reviews.
  • Works with business customer stakeholders and determine prospective products or services that will meet customer IT requirements.

Physical Demands: Work is primarily sedentary but involves use of a personal computer so a degree of dexterity and visual acuity sufficient to utilize these tools is required. Some physical effort is required to lift and carry reference books, working papers and similar items to and from meetings. A moderate amount of standing and walking is required in getting to and from meeting places away from the work site. The work does not require any special physical effort.

Working Conditions: Work is typically performed in an adequately lighted and climate-controlled office setting. There is occasional noise from normal office equipment. Some unscheduled work hours are required. Occasional travel is required to attend meetings, conferences and specialized technical training.

Qualifications

To qualify for this position, all qualification requirements, listed below, must be met by the closing date of this announcement.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Applicants must meet all requirements when a request is received to fill a vacancy. You may qualify based on your experience as described below:

Basic Requirements
Experience:Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the five competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization.

Specialized experience is defined as: Providing advisement on department-level IT initiatives, maintaining and applying expert technical knowledge of risk analysis and risk management techniques and procedures and analytically and systematically managing problems affecting IT projects, implementation services, work breakdown structure, budget formulation and execution, common project management tools, and project management policy, processes, and procedures (scope, schedule, cost, resources, risk assessment, risk mitigation, contracting and communications).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
