Summary

The primary purpose of this position is: As a Civil Engineer serving in a developmental capacity, performs assignments designed to orient the employee in the application of academic theories and basic principles to civil engineering assignments. Position will be developmental to Civil Engineer GS-0810-09, then GS-0810-11, and then the target grade of GS-0810-12. All training must be completed and regulatory requirements met prior to promotion.

GS 07:

  • Uses prescribed methods to perform specific, and limited work assignments that are normally minor phases of a broader assignment of a higher-grade engineer.
  • Uses computers/computer software such as information management programs, computer aided design and drafting (CADD) programs, and project tracking programs to assist higher grade engineers in solving engineering problems and facilitate the work.
  • Assists in coordinating projects with engineers in other disciplines or with architects.

GS 09:
  • Participates in the performance of O&M engineering involving design and construction that encompasses the maintenance, repair, upgrade, and operation of infrastructure facilities, including utility systems, utilizing a professional knowledge of civil engineering.
  • Provides civil engineering support to trades and crafts shops; coordinates projects with other engineers in other disciplines or with architects.
  • Keeps abreast of emerging technologies to ensure programmed development will not prematurely become obsolete.
  • In conjunction with the primary duty of maintenance engineering, on a less frequent basis performs work in the construction management, design, and/or programming/base development functions.
  • Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.
GS 11:
  • Monitors and manages projects for new construction, renovations, and improvements to real property facilities and maintains surveillance over construction contractors utilizing a professional knowledge of civil engineering and knowledge of other engineering disciplines to ensure overall compliance with contracted specifications, schedules, etc.
  • Assists in planning and design process for new construction, renovations, and improvement projects for real property facilities and utility systems utilizing a professional knowledge of civil engineering.
  • Evaluates/recommends programs and development plans and advocates for project requirements.
  • Performs work in facilities operations and maintenance (O&M) functions; provides consulting services and project coordination; collects data and evaluates factors which affect the application of concepts, principles, theories, and methods required to observe, examine, measure, analyze, map, and describe physical and technical features and phenomena.
  • Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.
GS12:
  • Performs O&M engineering involving design and construction that encompasses the maintenance, repair, upgrade, and operation of infrastructure facilities, including utility systems, utilizing professional knowledge of civil engineering.
  • Plans, programs, budgets, and executes required projects in support of assigned programs; Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.
  • Performs planning and design work for substantial sustainment, modernization, repair, improvement, renovations and construction projects for real property facilities, including utility systems, utilizing a professional knowledge of civil engineering.
  • Manages projects for new construction, renovations, and improvements to real property facilities and maintains surveillance over in-house labor or construction contractors utilizing a professional knowledge of civil engineering and knowledge of other engineering disciplines to ensure overall compliance with project requirements.
  • Provides consulting services and project coordination; collects data and evaluates factors which affect the application of concepts, principles, theories, and methods required to observe, examine, measure, analyze, map, and describe physical and technical features and phenomena.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. (Continued)
  • Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Civil Engineering Series 0810

BASIC REQUIREMENT:

Degree: Engineering
. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR
Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE:

GS-07:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of civil engineering concepts and principles as well as the ability to apply standard civil engineering practices, methods, and techniques to perform relatively routine projects or a portion of a larger and more complex project. Knowledge of computer aided design and drafting (CADD) programs to perform routine design and drafting assignments.

EDUCATION: 1 year of graduate-level education or superior academic achievement. NOTE: You must submit a copy of your transcripts.

OR
COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.

GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of civil engineering concepts, principles, and practices to perform routine projects with complete responsibility, or portions of large and complex projects. Ability to apply standard practices and techniques to solve problems through the application of standard literature, practices, and precedents. Ability to apply the standard practices of related engineering disciplines and architecture as they relate to O&M assignments.

EDUCATION: 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.

GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes applying professional civil engineering theory and practices and developmental knowledge of other engineering disciplines to assigned projects. Performs detailed preconstruction site surveys. Provides technical review and/or prepares as-built drawings at the end of construction. Assists in evaluating construction bids for technical sufficiency. Ensures adherence to specifications, schedules and other requirements throughout the project and ensures compliance with building codes, unified facility criteria, and all other applicable laws, regulations, and policies.

OR
EDUCATION: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. NOTE: You must submit a copy of your transcripts.

OR
COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.

GS-12: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes performing or supporting requirements programming for a variety of programs such as O&M, MILCON, non-appropriated fund (NAF), military family housing (MFH), etc. Actions include validating requirements using SMS and AFI's, applying asset management principles, performing economic analysis, and coordinating with the installation facilities board. Prepares short and long-range fiscal budgets for program activities based on the relative priorities and available funds. Ensures project programming accurately reflects requirements to ensure project scores appropriately in the Air Force Comprehensive Asset Management Plan (AFCAMP) process. Ensures AMPs and installation facility and infrastructure plans account for mission impacts and provide feasible opportunities for investment and assists in translating requirements into programmed projects. Programming actions take into account statutory and other delegated project approval authorities. Identifies requirements and assists in development of contract Statements of Work (SOWs).

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-9 level. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

GS-7:
1. Professional knowledge of civil engineering concepts and principles and standard engineering practices, methods, and techniques to perform routine projects or minor phases of a larger and more complex project; and computer aided design and drafting (CADD) programs to perform routine design and drafting assignments.
2. Skill in preparing graphs, curves, or tables.
3. Ability to search technical reports, manufacturers' catalogs, and other guidelines to obtain information.
4. Ability to use relevant software programs and use computer aided design and drafting programs (CADD).
5. Ability to work cooperatively as a team member in the design of facility projects.
6. Ability to make calculations applying standard formulas; prepare graphs, curves, or tables; and record factual data in tests and observation studies.

GS-9:
1. Professional knowledge of civil engineering concepts, principles, and practices and familiarity with architecture and other engineering disciplines to perform routine projects with complete responsibility, or portions of large and complex projects.
2. Knowledge of engineering and construction standards, methods, practices, techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; and standard contracting regulations, practices, and procedures.
3. Knowledge of the operations, products, services, needs, and goals of the programs and organizations studied or served as well as related customers, functions, resources, and users; and of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions.
4. Knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders.
5. Ability to plan, conduct, and record site/facility surveys and inspections.
6. Ability to plan and organize work; analyze, interpret, and apply rules, regulations, and procedures in a variety of situations; recommend timely and economical solutions; coordinate with other engineering disciplines and architects; communicate effectively both orally and in writing; and maintain good working relations.

GS-11:

4. Knowledge of aesthetic and functional design techniques and skill in preparing project documentation, to include preliminary drawings, sketches, and construction drawings sufficient to convey design concepts and ideas and formulate working drawings.
5. Ability to plan, conduct and record site/facilities surveys and inspection; to document, analyze, interpret, and apply results, and procedures in a variety of situations and recommend timely and economical solutions.
6. Ability to plan and organize work and coordinate with other engineering disciplines and architects; and communicate effectively both orally and in writing and maintain good working relationships.

GS-12:

2.
