Summary

This position is located in the  Architect of the Capitol (AOC), Office of the Chief Engineer, Construction Branch. The temporary position serves as a Hazardous Materials Laborer establishing containments, identifying, removing, packing, transporting, or disposing of hazardous materials. Performs diverse construction laborer duties assisting with demolition and clean-up at construction sites, erecting scaffolding, and using carpentry tools. We have four vacancies to fill.

This is strictly a temporary appointment where there is no permanent need or permanent funding available for the work involved and that the temporary appointment is limited in duration. The duration of this temporary appointment may be shorter or longer, depending on the duration of the work or project. The temporary position may also be terminated at any time due to lack of work and/or lack of funds without any advance notice. As a non-permanent employee, you may also be separated for failure to meet management’s expectations, with no advance notice.***

***To qualify for the position, you must have the following certifications: (1) Confined Space Certification (2) Lead-Based Paint Removal Certification and (3) Asbestos Abatement Certification***

Tour of Duty: Night Shift (8:00 P.M. - 6:30 A.M.) Monday - Thursday

Hours May Change Due To Operational Needs of Management

Duties Include:

  • Receives formal and on-the-job training to remove hazardous materials in accordance with safety regulations. Identifies asbestos, lead, or other hazardous materials that need to be removed, using monitoring devices.
  • Constructs scaffolding and builds containment areas prior to beginning abatement or decontamination work. Removes asbestos and/or lead from surfaces, using hand and power tools such as scrapers, vacuums, and high-pressure sprayers. Cleans contaminated equipment or areas for re-use, using detergents and solvents, sandblasters, pressure washers, and steam cleaners. Follows prescribed safety procedures, and complies with federal laws regulating waste disposal methods.
  • Removes lead-based paint from various surfaces (brick, plaster, wood, etc.) using chemical strippers, power operated hand tools or complete demolition of substrata so that follow-on construction can be performed. Places removed hazardous materials in appropriate containers for disposal in accordance with applicable regulations.
  • Loads and unloads materials into containers and onto trucks. Erects containment materials to restrict the disbursement of airborne contaminants. Operates machines and equipment to remove, package, store, or transport loads of waste materials. Records numbers of containers stored at disposal sites, and specifies the amounts and types of equipment and waste disposed.
  • Removes asbestos by hand from various surfaces (piping, ductwork, floor tile, ceiling tile, etc.) so that follow-on construction can be performed. Places removed asbestos in appropriate containers for disposal in accordance with applicable regulations.
  • Removes masonry materials containing silica with power operated and hand tools. Places removed silica containing materials in appropriate containers for disposal in accordance with applicable regulations.
  • Assists with receiving, storing, and/or issuing specific materials, tools or equipment, such as general supplies, construction materials, or tools, tarps, etc.
  • Assists journey level trades workers by performing general laborer duties such as moving large quantities of materials weighting up to 50 lbs. and cleaning up job sites.
  • Uses simple hand and power tools: saws, hammers, drills, planes, etc. to erect and build containments for hazardous material abatement in accordance with approved work plan. Constructs containments from wood, polyethylene sheeting and other materials so that the work area is segregated from adjacent spaces. Installs flex-duct and negative air machines in advance of the work starting. Removes containments at the end of the abatement.
