Duties

Help
  • Serves as the Principal Deputy General Counsel, DoD Education Activity (DoDEA)
  • Directs OGC operations and assists the General Counsel providing a full range of legal services to the Director, DoDEA,
  • and other members of the DoDEA leadership team worldwide, in support of DoDEA’s mission to operate accredited schools and ensure all school-aged children of military families are provided a world-class education
  • Provides legal advice in the areas of general administrative law; ethics; education and special education law; labor and employment; procurement; and alternative dispute resolution
  • Drafting legal memoranda; interpreting statutes, contracts, and judicial opinions; and advising on standards of conduct and conflict of interest matters
  • Represent DoDEA in administrative or judicial fora such as the Board of Contract Appeals, the Merit Systems Protection Board, and the Equal Employment Opportunity Commission
  • Represents DoDEA in interactions with the Department of Defense and outside organizations such as the Department of Education, the Office of Special Counsel, and Congressional offices
  • Performs a full range of supervisory responsibilities

  • This position requires a Tier 3 (T3) investigation. Must be able to obtain and maintain a Secret security clearance.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

VETERAN'S PREFERENCE INFORMATION: There is no formal rating system for applying veteran's preference to attorney appointments in the excepted service; however, the Department of the Army considers veteran's preference eligibility a positive factor for attorney hiring. Applicants eligible for veteran's preference must include that information in their cover letter or resume and attach supporting documents (e.g., DD Form 214, Certificate of Release or Discharge from Active Duty) to their submissions. In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

Experience: You must have three or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.

  • Currently have a first professional law degree (LL.B or J.D)
  • Currently have active membership in the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia and are permitted to engage in the active practice of law.
  • Have professional legal experience in excess of 3 years that is commensurate with the duties and responsibilities of the position.
  • Currently have a license to practice law from at least one State, the District of Columbia, or a U.S. commonwealth or U.S. territory.
  • Able to self-certify active status with your licensing authority. Will need to provide the required information for each jurisdiction in which you are licensed in to include:(a) Name of attorney and contact information.(b) Date of self-certification.(c) Name of licensing jurisdiction.(d) License number.(e) Status of license.(f) Contact information for licensing authority.
Bar Membership: You must currently be a member in good standing of the bar of a State, Territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
