Duties

Help
  • Perform analysis on a wide variety of healthcare operations data.
  • Research, manipulate, and analyze data related to acquisition of new, complex health initiatives.
  • Conduct business case analysis, market research, spend analysis and detailed benchmarks against other DoD and non-DoD health care systems.
  • Evaluate and assess current market conditions through development of market surveys and Requests for Information (RFI) from industry.
  • Has cost, schedule, performance, and risk reporting responsibilities for assigned acquisition programs.
  • Manage and assist in the acquisition of complex health care programs and capabilities.
  • Work with DHA, Military Medical Treatment Facilities (MTFs), Service headquarters representatives to actively promote and train DHA acquisition programs.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This is a DOD Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management certification within 48 months as of entrance on duty.
  • One-year trial/probationary period may be required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

Specialized Experience: One year of specialized experience which includes experience with health care accreditation standards to determine compliance; and collaborate with internal and external parties to implement business processes; and advise stakeholders on standards of care, policies, and/or proposals; and assist leadership on quality improvement and/or health care program inspections. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (NH-02).

**This is a Defense Acquisition Workforce position. The employee must meet the DODI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification assigned on the sequenced position Conditions of Employment data filed in the header of the PD/PRD.

You will be evaluated on the basis of your level of competency in the following areas:
  • Health Systems Analysis
  • Health Systems Data Management
  • Healthcare Operations Administration


Desired Experience:
  • Bachelor's degree in health care, business, program management, or a related discipline.
  • Master's degree in health care, business, program management, or a related discipline.
  • Experience assisting with managing cost, schedule, and performance issues related to various healthcare programs.
  • Experience assisting with the acquisition and management of resources (personnel and equipment), management of policy and procedures designed to ensure efficient and effective programs and participating in work teams designed to accomplish health care management goals.

Education

Some federal jobs allow you to substitute your education for the required specialized experience in order to qualify. For this job, you must meet the specialized experience qualification requirement using experience alone--no substitution of education for experience is permitted.
