Help

Serves as the Director of Operations and Planning for Marine Corps Community Services (MCCS) at Twentynine Palms, CA. Responsible for leading and managing daily operations, planning, and execution of assigned MCCS programs and services. Acts as a principal advisor to the Installation MCCS Deputy Director and MCCS Director, ensuring operational effectiveness, compliance with policies, and alignment with the installation's mission and goals. Oversees the integration and delivery of MCCS support functions (Operations, Management Analysis and Control, Information Technology, Project Management, Facilities and Grounds Maintenance, and Safety) including resource allocation, program evaluation, and process improvement, to enhance the quality of life for Marines, families, and authorized patrons at the installation.  

Manages operational and planning activities for MCCS at the installation, ensuring effective execution of mission objectives and compliance with statutory and regulatory requirements. Develops, implements, and evaluates operational policies, procedures, and metrics to optimize program performance and support organizational goals. Oversees resource allocation, facility sustainment, and operational readiness initiatives for all MCCS facilities and services at the installation. Integrates operations across multiple functional areas. Coordinates long-range operational planning efforts across all MCCS divisions to ensure cross-functional alignment and organization -level readiness. Reviews reports, audit summaries, performance metrics and other organizational data to create internal action plans to improve administration, correct deficiencies and ensure operational effectiveness within MCCS operations including cross-divisional and external programs. 

Proactively anticipates future mission requirements and develops strategies to ensure MCCS remains agile, prepared, and aligned with emerging priorities. Responsible for coordinating the development, maintenance, and publishing of the MCCS annual planning calendar and monthly events calendars, ensuring alignment with installation priorities, organizational strategy, and program delivery objectives. Provides oversight and direction to subordinate managers and staff, fostering a culture of excellence, innovation, and continuous improvement. Monitors performance metrics, quality assurance processes, and risk management strategies to ensure operational effectiveness and customer satisfaction.  

Creates implementation plans to support execution of MCCS initiatives to achieve both operational excellence and business results. Follows up with Division leadership to ensure accountability to execution of plans. Utilizes business-based tools to identify and prioritize communications and filters communications to Division Leadership. Communicates clearly, concisely and accurately to ensure effective operations. Collaborates with local base command on facilities projects and/or work orders to ensure projects and work orders are on track and on budget.  Collaborates with leaders at all levels, to build best practices and standardize MCCS operations.  

Represents MCCS in meetings with installation leadership and stakeholders, tenant commands, and external partners, serving as a subject matter expert on operational and planning matters. Leads the development and execution of integrated communications for MCCS operations and initiatives, coordinating marketing strategies with the Marketing Division. 

Supervises full performance level NF5, NF4, and NF3 employees directly, or indirectly through subordinate supervisors, to include assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave; recommending and completing personnel actions; completing performance reviews and signing timecards; training employees. Must be alert to alcohol abuse and take appropriate action. Assists in developing and ensuring the implementation and control of an adequate, effective and appropriate training plan for all personnel.  

Consistently champions, communicates and represents the MCCS mission and vision. Promotes World Class Customer Service with an emphasis on professionalism and courtesy. Models effective communication in a professional manner by investigating issues, conflicts and problems to provide resolution in a timely manner.  Oversees continuous monitoring of the satisfaction of the quality of goods and services.  Ensures employees observe established standards of actively supporting the principles of the EEO program and prevention of sexual harassment and promptly addresses questionable situations. 

Performs other duties as assigned.  

This is a white-collar position where occasional lifting up to 20lbs may be required.

EVALUATIONS:

Qualifications

MINIMUM QUALIFICATIONS: Bachelor's Degree in Business, Public Administration, or a related field from an accredited institution AND a minimum of five years of experience as a senior level leader/manager in operational management and planning. Must have knowledge of Human Resources and Financial Analysis practices, and resource allocation, preferably within a large, customer-oriented organization. Demonstrated skill in managing complex organizations with diverse functions in a competitive environment. Knowledge of military command structure, operational planning, budgeting, acquisition, and management processes. Proven ability to develop and implement policies, integrate new methodologies, and solve complex problems. Strong leadership, communication, and interpersonal skills, with experience engaging officials at various levels.
