Duties

Help
  • Function as the principal business and acquisition advisor to the Director, Administration and Management Directorate (A/MD).
  • Direct the development and execution of the overarching directorate acquisition planning and contract execution process.
  • Manage the program acquisition strategy and planning infrastructure for the directorate.
  • Coordinate acquisition and contract administration requirements with various DHA stakeholders to ensure compliance and/or compatibility with DoD and other Federal requirements.
  • Develop Memoranda of Understanding and Inter-service Support Agreements with support activities external to the DHA for specialty services.
  • Serve on committees, panels and/or working groups involved in the development of emerging Military Health System (MHS) policy.
  • Exercise the full range of supervisory personnel management responsibility and authority in directing the Division staff.
  • Manage the technical and financial baseline for multi-year, multi-million-dollar acquisitions, integrating results into future acquisition plans.
  • Develop improvements to various facets of internal DHA operations and organizations, enhancing efficiencies and reviewing quality control mechanisms.
  • Work closely with other senior DHA leadership and the Service Military Departments to evaluate and validate manpower requirements and improve overall DHA/MHS processes
  • Participate as a member in source selection boards.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This is a DoD Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management certification within 48 months as of entrance on duty.
  • This position is designated as a Critical Acquisition Position (CAP). The incumbent will be required to sign a Tenure Agreement which requires the incumbent to remain in this position for a minimum of 3 years.
  • One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes using financial management systems (i.e., Wide Area Workflow (WAWF), General Fund Enterprise Business System (GFEBS), Government-wide Commercial Purchase Card (GCPC)) for budget and execution; producing presentations to executive leadership aimed at securing decisions on human capital matters; and developing agreements (i.e., performance work statements, inter-agency support agreements and memorandums of agreement) to acquire specialty services/support. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
