Duties

Help

  • Plans, organizes, and oversees Airfield Management activities and develops goals that integrate unit and Operations Support Squadron objectives.
  • Oversees maintenance and operation of the airfield to ensure compliance with all applicable guidelines.
  • Represents the installation for all airfield management matters at various conferences, meetings, and one-onone
    dealings with local officials, other Department of Defense components, and other Federal and State
    organizations concerning management and use of the airfield.

  • Must be able to complete and maintain certification to operate a vehicle on the airfield, to include meeting all color vision testing requirements, in order to operate a vehicle in the Controlled Movement Area.
  • The ability to use wildlife control devices, including firearms, as well as any other necessary equipment.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • May be required to participate in Operational Readiness Exercises and Major Accident Response Exercises.
  • Work requires incumbent to go outside in all types of weather conditions to inspect the airfield.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • The employee will be required to obtain and maintain a Secret security clearance.

Qualifications

Conditions of Employment Continued:

  • Must already possess the United States Air Force Advanced Airfield Manager Course E3AZR1C791 00RC certification or civilian equivalent (Federal Aviation Administration or American Association of Airport Executives) education and management experience executing AM duties that correlate to tasks in the Airfield Manager Performance Certification Guide and duties described in AFI 13-204v3.
  • Possess the knowledge, skills, and abilities to effectively inspect the airfield environment for safety and compliance with established Air Force, Federal Aviation Administration, International Civil Aviation Organization or North Atlantic Treaty Organization airfield planning and design criteria.
  • The position is designated as key. Incumbent must be removed from their military recall status if alternatives for filling the position during an emergency are not available. Incumbent may be required to work extended and/or irregular hours during exercises or contingency situations.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue
    uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW,
    DoDI 3020-42, Defense Continuity Programs.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations Series 2150.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. My experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; the maintenance of inventories and cost computations. Examples of specialized experience includes comprehensive knowledge of a wide range of federal and agency airfield management and flight planning principles, practices, procedures, and regulations applicable to the full range of airfield management responsibilities on a military installation and the relationship of these activities to the air traffic system. The work requires considerable skill in applying this knowledge to plan and accomplish a variety of complex work assignments and/or to identify, analyze, and resolve airfield management issues or problems. Additionally, experience may also include knowledge of operations, practices, and policies of airfield management and planning function to develop, integrate, and coordinate airfield management plans and programs. Knowledge of performance characteristics, capabilities, and limitations of various types of aircraft, United States Air Force, and federal flying regulations, aircraft with hazardous cargo/ammunitions, communications procedures, and other air and ground operations procedures to enable the incumbent to make appropriate decisions during management of the airfield. Knowledge of military and civil aircraft landing/take off capabilities and limitations is essential for rapid, safe, and viable decision making when emergency and/or unusual runway conditions exist. Requires a thorough knowledge of USAF and Federal Aviation Administration (FAA) regulations pertaining to airfield maintenance and equipment ground handling facilities. Knowledge of the procedures related to flight handling, routing, airways, and airspace structures; weather and its effect on flying operations; airfield conditions; domestic and foreign heads of state security and how they affect safe flight operations. Knowledge of pavement design criteria and contractual airfield driving procedures pertaining to airfield pavement and construction materials, maintenance, and airfield pavement repair practices. Knowledge of safety practices and procedures to ensure all construction, repairs, and operations on the airfield are performed in a safe environment. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. Ability to speak effectively to coordinate with personnel from DoD, Foreign Affairs Office, Headquarters Air Force, other branches of the military, Major Air Commands, foreign militaries, senior commanders, civilian aviation industry officials, contractors, and other station agencies.

EDUCATION:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., If related, education must have major field of study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of Department of Defense, Air Force, Federal Aviation Administration, International Civil Aviation rules, and other applicable laws, regulations, instructions, and directives as they pertain to airfield standards, aircraft operations characteristics, and airfield management.
  2. Knowledge of safety and security regulations, practices, and procedures.
  3. Ability to analyze, plan, and adjust work operations to meet program requirements and objectives within available resources, and to mentor, motivate, and appraise the staff of an organization.
  4. Ability to communicate both orally and in writing.
  5. Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options concerning airfield operations and maintenance.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
