Summary

You will serve as a Supervisory Construction Analystfor the Small Business Administration (SBA), Office of Capital Access (OCA), Damage Verification Center (DVC) in a SBA office location. This position is responsible for creating and maintaining organizational capability to respond to major physical and economic disasters with centralized disaster loan assistance as provided by Congress, and in accordance with either the President's or Administrator's declaration of disasters.

Duties

Help

As a Supervisory Construction Analyst at the GS-0828-13, some of your typical work assignments may include:

  • Planning, supervising, managing, coordinating, and evaluating Damage Verification Center (DVC) loss verifier activities for disasters occurring within the Continental United States (CONUS) and others outside the Continental United States (OCONUS) and in US Territories.
  • Interviewing and recommending candidates for selection; identifying training needs and ensuring training is provided.
  • Analyzing the size and scope of disasters and developing a comprehensive resource plan that includes staffing, supplies, computers, travel, and accommodations.
  • Estimating the quantity of materials needed and cost for constructing or repairing homes and businesses.
  • Reviewing policy issuances and determining if necessary changes will be needed and their impact on DVC operations.
  • Supervising a team of Construction Analysts/Loss Verifiers.

  • You must be a U.S. Citizen.
  • You must be a current SBA career/conditional competitive service employee.
  • You must successfully complete a background investigation.

  • Time in grade: Current Small Business Administration employees must have served 52 weeks at the next lower grade in the Federal service. Time in grade requirements must be met by the closing date of this announcement.
  • If you are a male applicant born after 12/31/1959 and are required to register under the Miliary Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered, or you are not eligible for appointment in this agency.
  • You may be required to serve a one-year supervisory probationary period.

Qualifications

Federal status applicants must meet both Time In Grade AND experience requirements by the closing date of this announcement.

Experience: To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement. You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level.

GS-13: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-12 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following:

  • Supervising or leading a diverse staff or team.
  • Analyzing and making recommendations or decisions concerning production and/or staffing requirements.
  • Identifying training needs and making training recommendations.
  • Determining if damage assessments are complete, accurate and in accordance with established procedures.
