Summary

The position is located at the Cheyenne VA Health Care System. The primary duty and responsibility of the Fleet Program Assistant is to coordinate the data submitted by various Services within the three divisions for fleet services. These fleet vehicles are VA purchased, leased and donated vehicles for use by all services and their employees, VISN employees, DAV, Out Patient Clinics and Vet Centers.

Help

Major duties include but not limited to:

  • Coordinating, planning, budgeting, and maintaining consistency in fleet service.
  • Tracking all vehicle histories from time of purchase/donation to six (6) years past the turn-in or salvage/auction of each vehicle or piece of equipment (per credit card regulations).
  • Attending monthly fleet meetings and identifies trends, issues or concerns for resolution.
  • Orders/cancels credit cards, reviews statements checking for fraud or misuse.
  • Reviews the budget on a regular basis notifying the Chief of Facility Management Service whenever there is a change in spending such as multiple large repairs or body work.
  • Establishes protocols for incoming data, organizes computerized data sets, and retrieves computerized data.
  • Maintains automated system of program-specific data to track suspense on items such as project milestones, progress reports, funding accomplishments, and compliance strategies.
  • Performs other duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/25/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position, you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: apply imagination and ingenuity while devising ways and means of solving problems, ability to work with personnel, must develop and maintain a good working knowledge of VA guidelines, policies and procedures, ability to communicate effectively both orally and in writing, working knowledge of computer systems and software (Excel, Word, Power Point, Access, Outlook, GSA database, Mileage Express, etc., informed of the rapid advancements in the various AFV and fleet regulations, conduct meetings, make presentations and speak to large groups of people.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements:
Most of the incumbent's duties are sedentary in nature with occasional walking, climbing, stooping, bending and reaching as required.
Work setting involves minimal risks and discomforts but does require normal safety precautions typical of an office setting. The incumbent may also be exposed to outdoor weather conditions.

Probationary Period: The first year of service of an employee who is given a career or career conditional appointment in the competitive service under the Civil Service Regulations is a probationary period unless specifically exempted by the appointing authority.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
