Coordinates and administers construction projects from concept to final design to ensure Agency, user options and missions are filled and incorporated in the agency and host real property master planning documents, goals, and vision.
Develops and reviews scopes of work evaluates fee proposals; determines critical path of work efforts; advises Project Managers on Architect/Engineer (A/E) submissions; determines the quantity and quality of products and documents.
Analyzes issues and problems that may impact project and program approvals for design/construction projects, master planning programs, real property acquisition, disposal, leases and easements as they relate to the comprehensive Master Plan(s).
Serves as an advisor on all major project actions pertaining to management of Military Construction Program, and Operations and Maintenance Program.

Qualifications
Basic Requirements: For the GS-801 Professional Engineering Series:
Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statistics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR
Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
- Professional registration
- Written Test
- Specified academic courses

For the GS-0020 Series: Bachelor's Degree in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.
OR
a Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
Specialized Experience:
In addition to the basic education requirement above, you must also have one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service.
Specialized experience is defined as: Experience in coordinating, administering, planning and designing engineering projects from concept to final design to ensure user operations and missions are successfully incorporated for the organization.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Education is not substitutable for specialized experience for grade level 13.
