  • Supervises, directs, coordinates, controls and executes the procurement of Information Technology (IT) systems and services requirements for Department of Defense (DoD) / non-DoD customers, as required.
  • Performs human capital management and supervisory administrative functions.
  • Performs procurement oversight for complex, high dollar value solicitations and proposed contractual actions within assigned area.
  • Utilizes a thorough knowledge of procurement policy, methods, and contracting functions to accomplish day-to-day operations, resolving problems and improving procedures.
  • Identifies opportunities for new or improved forms of service to customers, and proposes new methods of obtaining service from providers. Interacts with service providers to streamline their responsiveness to customer needs.

Qualifications

Basic Requirements for Critical Acquisition Positions
1) be eligible for GS-14, or equivalent; and
2) hold a bachelor's degree; and
3) have completed all mandatory training requirements professional certification in contracting as prescribed by the head of the agency for progression to higher level contracting positions; and
4) possess four years of acquisition experience. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower grade level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.


Time in Grade:

For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or higher grade in the Federal Service.

Specialized Experience:

For the GS-14, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service, is required.

Specialized experience is defined as: Leading acquisition personnel in the completion of contracting functions to meet mission objectives, reviewing contract actions for compliance with applicable acquisition laws and regulations and influencing people or groups to advance the fundamental goals and objectives of an organization's contracting program.

In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Applicants must describe how their experience meets the competencies within the body of the resume. No separate statements addressing KSA's or competencies are required.

Education

NO SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE AT THE GS-14 GRADE LEVEL

Education Exemptions: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current DoD employees or Armed Forces members, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Failure to provide SF-50 or career brief (for Armed Forces members) dated prior to October 1, 2000 will result in disqualification (this includes DISA employees).

To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by the National Association of Credential Evaluation Services at the time of application.   • A one year probationary or trial period may be required.
  • Telework availability will be based upon the mission requirements and supervisory determination.
  • This position is subject to completion of 1 year probationary period for assignment to a supervisory position.

  • This is a Critical Acquisition Position (CAP). In accordance with DoD Instruction 5000.66, Defense Acquisition Workforce Education, Training, Experience, and Career Development Program, upon entry into this position the incumbent must complete and sign DD Form 2888, Critical Acquisition Position Service Agreement, unless this requirement is specifically waived by the appropriate official. The incumbent must obtain Acquisition certification in the Contracting Functional Area at the Contraction Professional Functional Tier within 36 months of entry into this position, Other requirements will apply.
  • Priority Placement Program (PPP) Military Spouse Preference (MSP) eligible candidates will receive priority consideration at the highest grade level for which they have applied and been determined best qualified up to and including the full performance level.
  • For grades below the full performance level, only MSP/PPP eligible candidates who currently occupy a formal training program position will be entitled to exercise their priority preference.
