Duties

Help

As a Program Support Specialist, you will:

  • Serve as the Area Division Headquarters (HQ) liaison to the Office of Human Resources (OHR), and advise on human resources management and administrative matters for the division.
  • Coordinate with building authorities to ensure Area Division employees have building and garage access and serve as the Trusted Agent for the Card Management System (CMS) to initiate and resolve issues related to Personal Identity Verification (PIV) card provisioning for the Department of Transportation network access.
  • Serve as back up office administrator, serving as the Ship Operations secondary point of contact and liaison for the electronic communication between the Office of Ship Operations and Office of Acquisition and Finance Department
  • Provide guidance on software usage in systems such as Ready Reserve Force Management System (RMS), Enterprise Service Center Procurement Request Information System Management (ESC-PRISM), and DELPHI, while adapting to programming changes that support the development, execution, and tracking of business plans.

The ideal candidate has experience in processing and preparing technical documents, consolidating, revising, tracking, and reconciling input from organizational leadership or technical staff, and translating the information into contractual terms for use in government contract writing systems.

CONDITIONS OF EMPLOYMENT:

  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.

Qualifications

To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements for the grade at which you are requesting consideration.

To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07 it must include:

  • Experience utilizing computer-based software programs, such as windows, word processing, spreadsheet, database, email, project management, etc.

To qualify for the GS-09 on Education alone:

You must have 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree.

You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:

  • Experience utilizing computer software for program-monitoring functions in procurement systems, vessel maintenance systems, to produce management and contractual documents and reports.
  • Experience extracting information from vessel maintenance systems and preparing contractual documents in a procurement system for task orders, performance reports, and financial work order close outs.

To qualify for the GS-11 on Education alone:

You must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include:

  • Experience utilizing computer software for program-monitoring functions in procurement systems, vessel maintenance systems, to produce management and contractual documents and reports.
  • Experience extracting information from vessel maintenance systems and preparing contractual documents in a procurement system for task orders, performance reports, and financial work order close outs.
  • Experience in process improvement to ensure consistency and standardization on all processes.

You cannot qualify on education at the GS-12 level; you must have experience.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Computer Skills - Uses computers, software applications, databases, and automated systems to accomplish work.
  • Administration and Management - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
  • Clerical - Knowledge of filing, typing, entering data, maintaining records, taking shorthand, and using and completing forms.

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience
