  • You must be able to obtain and maintain, within 18 months of employment, all applicable asbestos certifications: Asbestos Inspector, Asbestos Management Planner, Asbestos Project Designer Course, and Asbestos Contractor/Supervisor.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You must be able to obtain and maintain access to controlled security areas.
  • Procurement Integrity Certification is required in accordance with Office of Federal Procurement Policy Act (41 USC 423) as amended.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a current valid United States driver's license.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  1. Applying and interpreting federal, state, and local environmental, safety, and occupational health regulations, specifically as they relate to facility operations and sustainment;
  2. Providing expert guidance on asbestos program operations, conducting comprehensive asbestos building surveys and hazard assessments, and planning/reviewing asbestos response and abatement activities;
  3. Adapting industry and organizational processes to reduce hazards and ensure regulatory compliance while supporting efficient facilities management;
  4. Tailoring best practices to meet specific site conditions and challenges; and
  5. Providing expert advice to senior colleagues or officials responsible for broad facility asbestos program operations.
NOTE: This experience must be supported in your resume to be considered for this position.

You will be required to complete and maintain, at a minimum, the following federal-level AHERA asbestos accreditations:
  • Asbestos Inspector (24-hour initial; 1-day refresher)
  • Asbestos Management Planner (16-hour initial; 1-day refresher)
  • Asbestos Contractor Supervisor (40-hour initial; 1-day refresher)
  • Asbestos Project Designer (24-hour initial; 1-day refresher).
You will also be required to review and maintain understanding of all applicable Navy and NAVFAC policies and procedures related to asbestos, as well as an awareness level and working knowledge of the following programs:
  • EV: National Environmental Policy Act (NEPA),
  • EMS (EMS Web: Audits/List Builder/TEAM Guides)
  • iNFADS (Real Property Inventory Management System)
  • Safety: Medical Surveillance, Respiratory Protection
  • BUMED: Medical Surveillance, NIOSH/Air Monitoring

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Work may require recurring travel away from the normal duty station. Travel includes other NAVFAC installations or other sites. Travel by military and commercial aircraft may be required. Employee must be able to obtain and maintain in good standing a government issued travel card for official government travel purposes. In addition, the incumbent must satisfy immunization requirements (Typhoid, yellow fever, Anthrax) in advance of travel to remote locations in the AOR and be able to take preventive medications before, during and after temporary duty to mitigate exposure to malaria and other occupational health hazards.

The employee may be required to work overtime, and call back and emergency overtime are regular requirements of this position.
