As a Financial Analyst, you will:

  • Gather, analyze, and interpret a vast array of financial and economic information, such as primary and secondary market flows in Treasury securities - as derived from both public and private data sources with a focus on money market products, floating rate note products, U.S. Treasury securities auction behavior and strategies, relative-value trading and portfolio management, asset-swap spread analysis, asset-liability management, and inflation-linked products.
  • Conduct quantitative and qualitative analyses that resolve debt management issues in a timely manner. Provide insights into the dynamics and relationships of financial markets and the U.S. economy. Prepare oral and written briefings for the ODM Director, DAS for Federal Finance, A/S for FM, U/S for DF, and other senior Treasury officials on economic and financial developments in assigned research areas and countries, as events warrant.
  • Produce research that results in informational, analytical, and/or policy-recommendation memoranda to senior Treasury officials, addressing such topics as: new products (e.g., the introduction of a new type of Treasury bill), developments affecting the market for Treasury securities (e.g., money market mutual fund reform), evolution of market participants' bidding behavior at Treasury securities auctions (both individually and collectively by investor class) and the drivers thereof, and ODM's strategic initiatives.

Key Requirements:

  • Must be U.S. Citizen or U.S. National.
  • A one-year probationary period may be required.
  • Must successfully complete a background investigation.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

SPECIALIZED EXPERIENCE: For the GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position is defined as demonstrated, working experience in ALL of the following:

-Gathering, analyzing, and interpreting financial market (fixed-income) and economic information and data; AND
-Independently resolving analytical, technical, and operational issues related to economics, financing, or fixed-income markets; AND
-Providing informed insight into the dynamics and relationships of financial (fixed-income) markets, financing conditions for sovereigns or corporates, and the economy; AND
-Experience demonstrating proficient use of Excel, VBA, R, Python, SAS or similar systems.


The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resumé.

TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14 level for 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
